Program Overview
Supports the transformation and modernization of legacy Coast Guard systems and services including mobility, messaging, ITSM, ITAM, Network Infrastructure, and legacy data systems from on premise implementations to cloud and hybrid cloud solutions. New system and service implementations, including zero trust architecture, to provide leading edge systems that are both secure and accessible.
About The Role

Peraton is seeking a Deputy Program Manager and Business Relationship Manager to lead enterprise operations in support of the U.S. Coast Guard (USCG) Infrastructure Managed Services (IMS) program. This individual will oversee the delivery of secure, high-availability IT services and ensure alignment with the IMS Performance Work Statement requirements.

 

As a key leader on the program, you will be responsible for managing the team of operations, engineering, and service management personnel to ensure operational readiness, service stability, and cybersecurity posture. You’ll lead integrated teams focused on managing projects and operations while maintaining a secure and resilient IT infrastructure.

 

Location: Requires On-Site work in Alexandria, VA and/or Kearneysville, WV.

 

Day to Day Work Responsibilities:

 

  • Assists the IMS Program Manager in coordinating all aspects of the IMS contract, maintaining compliance with the PWS requirements.
  • Serves as primary escalation and point of contact for IMS activities, including service delivery issues and stakeholder concerns.
  • Ensures adherence to the processes, procedures, standards, and policies as outlined in the IMS PWS, including governance mechanisms such as the Logistics Review Board, Performance Review Board, and Technical Review Board.
  • Oversees site security and surveillance procedures ensuring compliance with DHS and USCG security requirements.
  • Manages contractor resources, scheduling, and training to maintain contractual performance obligations and ensure relevancy of staff.
  • In the absence of the IMS Program Manager, provides oversight and governance for all IMS activities ensuring continuity of operations.
  • Collaborates with IMS contractor leadership team to prioritize improvements, shares survey results, and provides customer feedback on the IMS services portfolio.
  • Represents the voice of the customer in internal IMS contractor team meetings ensuring IMS solutions align with the USCG mission, desired outcomes, and IT strategy.
  • Defines and tracks key performance indicators (KPIs) and service-level agreements (SLAs) to drive accountability and transparency and continuous improvement.
  • Leads a multidisciplinary team of IT professionals including technical operators, network engineers, and SMEs delivering end-to-end enterprise IT support.
  • Manages service delivery by directing daily operations, driving issue resolution, and conducting continuous service improvements.

Leads and optimizes IMS workflows to drive quality delivery of services, including incident management, service request fulfillment, configuration management, and change control.

  • Interfaces with senior USCG leadership and stakeholders to ensure alignment with program goals, timelines, and deliverables.
  • Responsible for identifying and mitigating program risks, maintaining program goals, timelines, and deliverables, and driving program compliance with internal processes.
  • Multitasks effectively between program projects, subcontractor personnel, and project civil servant community to maintain alignment with the Integrated Master Schedule and Comprehensive Contract Timeline.

Qualifications

Basic Qualifications:

 

  • Bachelor’s degree in Business Administration, Business Management, Information Systems, Information Technology, Engineering or related field and 16 years of experience, may have management experience
  • 10 years of leadership experience supporting enterprise-level IT infrastructure programs with similar scope and complexity
  • 10 years of experience managing DOD/DHS/USCG projects or programs
  • Demonstrated experience managing teams of IT professionals supporting a large enterprise environment, including data centers, service desks, and network operations.
  • Demonstrated experience interfacing with customer senior leadership and managing stakeholder concerns effectively.
  • Familiarity with DOD IT security requirements, including compliance with NIST, DISA STIGs, and DHS policies.
  • Active Top-Secret clearance required to be considered.
    • Must be eligible to obtain and maintain TS/SCI.
  • Required Certifications:
    • A program management certification from an industry recognized certification authority such as Project Management Institute (PMI)
    • ITIL v3 Intermediate and/or ITIL 4 Specialist to align with the latest version of DESMF
    • Certified TBM Executive (CTBME)

  • Demonstrated ability to drive process improvement, security automation, and operational resilience.
  • Excellent communication, leadership, and stakeholder engagement skills.
  • Previous experience with any Federal Agency ITSM operations and IT leadership.
  • Demonstrated ability to lead and motivate teams in a complex environment.
  • Experience in identifying and implementing process improvements efficiencies.
  • Excellent teamwork, collaboration, and proactive interactions.
SCA / Union / Intern Rate or Range

Details

Target Salary Range: $146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
