Program Overview
About The Role

We are seeking a knowledgeable and hands-on Lead Voice Communications Manager to oversee the integration, deployment, and operational readiness of the Brand New Air Traffic Control System (BNATCS) program’s voice communication systems across the national airspace. This role will be a Senior Director reporting to the Portfolio Manager

 

This role is critical in architecting and delivering safe, secure, reliable, and scalable voice systems that support controller–pilot exchanges, ground communications, and inter-agency coordination across US airspace.

  

Responsibilities:

  • Lead the integration and deployment of voice communications systems
  • Coordinate with FAA technical teams and vendors to manage site-specific voice system installations, upgrades, and transitions
  • Establish proper interface of voice systems with automation platforms, surveillance inputs, telecom infrastructure, and air/ground radios
  • Monitor service level agreements (SLAs) across project deployment schedules and operational performance for latency, clarity, availability, and hand-off reliability
  • Validate system performance for clarity, latency, availability, and failover and support troubleshooting across multiple sites
  • Lead logistics, in-service management, and equipment management to make sure systems are continually maintained for 24/7 operations
  • Oversee the development and review of interface control documents (ICDs), site implementation plans, voice routing configurations, and acceptance test procedures
  • Support acceptance testing, operational readiness reviews (ORRs), and live cutovers
  • Identify risks related to frequency coordination, signal degradation, or hardware/software compatibility and drive resolution
  • Maintain alignment with FAA human factors guidance, safety requirements, and operational expectations for controller–pilot and inter-facility voice
  • Verify that systems meet cybersecurity mandates, availability requirements, and national airspace standards
  • Lead technical interfaces with telecom, satellite, and integration vendors
  • Maintain compliance with FAA performance requirements, system safety, and cyber standards
  • Coordinate with engineering, surveillance, telecommunication, and automation leads to provide seamless end-to-end system performance
  • Participate in system-level design reviews, technical interchange meetings (TIMs), and readiness events (e.g., Factory Acceptance Testing, Site Acceptance Testing, Operational Readiness Reviews)
  • Collaborate with President, EVP, Portfolio and Solutions Director, subcontractors, and FAA to verify delivery progress aligns with program-level goals and controls
  • Execute delivery quality assurance by validating solutions meet FAA standards for reliability, security, scalability, and usability
  • Establish continuous feedback loops on current system and evaluate emerging Voice technologies to support “future-proof” innovation efforts with Peraton Labs
  • Champion a culture of accountability, systems thinking, and mission focus across the technical team
Qualifications

Required

  • 16+ years of experience with air traffic or aviation-grade voice communications systems, including analog and Internet Protocol (IP)-based switching
  • Experience deploying or modernizing FAA voice systems including Voice Switching and Control System (VSCS), National Airspace System Voice Switch (NVS), and Environmental Control System (ECS)
  • Expertise deploying voice communication protocols in regulated environments
  • Proven experience deploying or integrating ground-to-ground and ground-to-air voice infrastructure across distributed facilities
  • Understanding of voice quality metrics (latency, jitter, availability) and their impacts on operations
  • Working knowledge of spectrum/frequency coordination and radio frequency (RF) path considerations in tower and Terminal Radar Approach Control (TRACON) environments
  • Strong understanding of network interoperability, cybersecurity, and optimization
  • Familiarity with voice switch lifecycle management, cutover planning, and coordination with telecom backhaul teams
  • Experience executing Voice over Internet Protocol (VoIP)/Radio over Internet Protocol (RoIP) transitions in an Agile environment with full participation in sprint planning, demos, and technical reviews
  • Proven success in complex systems and large-scale deployments
  • Prior success integrating terrestrial and space-based voice communications
  • Deep technical fluency and analytical acumen to engage with engineers, architects, telecom leaders, building and facility leaders, and IT specialists around systems, performance, and integration
  • Outstanding communication, problem-solving, and leadership skills across technical and non-technical teams
  • Ability to evaluate and technically scout new technologies relevant to the BNATCS mission
  • Experience managing geographically distributed deployment teams and large system cutovers
  • Familiarity with Jira, Confluence, Jama, and Sparx EA to track requirements, deployment readiness, and testing artifacts for voice systems
  • Excellent leadership, communication, and stakeholder engagement skills

Prerequisites

  • US Citizen
  • Ability to obtain a Top Secret clearance

 

Preferred Education and Certifications:

  • Bachelor’s degree or Master’s Degree in engineering in Electrical Engineering, Systems Engineering, Aeronautics, or related field
  • Project Management Professional (PMP) certification
  • Knowledge of FAA Voice architecture and contingency communication planning efforts
  • Cisco Certified Network Professional (CCNP) certification

 

 

 

SCA / Union / Intern Rate or Range

Details

Target Salary Range: $176,000 - $282,000. This represents the typical salary range for this position based on experience and other factors.
