Peraton is seeking a accomplished and results-driven Procurement Manager to oversee acquisition operations, supplier management, and contract execution in support of the Federal Aviation Administration (FAA). This role leads the full procurement lifecycle—from planning and solicitation through negotiation, award, and contract management—ensuring that all procurement activities are executed efficiently, ethically, and in full compliance with FAA Acquisition Management System (AMS) and Federal Acquisition Regulation (FAR) guidelines. This role requires a hands-on leader who thrives in fast-paced environments, values operational excellence, and ensures that procurement decisions align with the FAA’s mission to advance aviation safety and modernization.

 

In this position, you will:

  • Manage all aspects of procurement operations across multiple FAA programs, ensuring alignment with AMS and FAR policies.

  • Lead the end-to-end procurement process, including acquisition planning, solicitation, negotiation, award, and post-award management.

  • Oversee supplier relationships, ensuring contract compliance, cost control, and on-time performance.

  • Provide strategic guidance to procurement and contracts staff, ensuring consistency and regulatory adherence.

  • Conduct cost and price analyses, ensuring reasonableness, allowability, and allocability of expenditures.

  • Collaborate with Contracts, Legal, Finance, and Program Management teams to ensure contract and funding integrity.

  • Monitor and report procurement performance metrics, cycle time, and efficiency indicators.

  • Lead process improvement initiatives, promoting standardization, automation, and procurement best practices.

  • Manage contract modifications, renewals, and closeouts, ensuring all deliverables meet contractual obligations.

  • Ensure audit readiness and compliance with FAA, DOT, and federal acquisition requirements.

  • Support development and maintenance of procurement policies, procedures, and workforce training materials.

  • Develop audit-ready documentation and maintaining compliance across multiple procurement portfolios.

As a Procurement Manager, you ensure that the FAA’s acquisitions—ranging from technical systems and IT infrastructure to facility and maintenance contracts—are executed with precision and transparency. Qualifications

Basic Qualifications:

  • U.S. Citizenship Required.
  • Must have the ability to obtain / maintain a Public Trust clearance. 
  • 10 years of experience in procurement, purchasing, acquisition management,

  • or government contracting.

  • Management or supervisory experience overseeing procurement or acquisition teams.

  • In-depth knowledge of FAA AMS, FAR, and DFARS regulations.
  • Proven experience leading multi-million-dollar procurement activities and managing supplier performance.

  • Proficiency in ERP or procurement management systems (Deltek Costpoint, SAP, Oracle, or equivalent).

  • Strong understanding of contract types (FFP, CPFF, IDIQ, and T&M).

  • Experience with cost estimation, contract modification, and financial reconciliation.

 

Preferred Qualifications:

  • Familiarity with the FAA Acquisition Management System (AMS).
  • Experience supporting FAA NextGen, aviation infrastructure, or federal modernization programs.
  • Experience supporting FAA, DOT, or other federal procurement offices.
  • Degree in Business, Finance, or Contract Management,Business Administration (MBA), Acquisition Management.
  • Professional certifications such as CPCM (Certified Professional Contracts Manager), CPSM (Certified Professional in Supply Management), or PMP.CFCM (Certified Federal Contracts Manager), or DAWIA Level III (Contracting).
  • Familiarity with supply chain optimization, vendor risk management, or performance-based logistics.
  • Proven experience in policy development, audit support, or procurement process automation.
  • Background in supplier diversity, small business participation, or subcontract compliance.

Details

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
