Program Overview
Peraton provides USSOCOM, its Component Commands, Theater Special Operations Commands (TSOCs), deployed forces, CIO/J6, and end-users with high-quality IT platform and network services over an eight-year period.
About The Role

Peraton requires Current Operations/NOC Managers to support the Special Operation Command Information Technology Enterprise Contract (SITEC) – 3. This position is located at Stuttgart, Germany (SOCAFRICA) and requires TESA approval.

 

The purpose of the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) Task Order (TO) is to provide USSOCOM, its Component Commands, its Theater Special Operations Commands (TSOCs), and its deployed forces with Operations and Maintenance (O&M) services to maintain Network Operations (NetOps); maintain systems and network infrastructure; provide end user and common device support; provide configuration, change, license, and asset management; conduct training, and perform Install, Move, Add, Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, the CIO/J6 organization, and ultimately the end-user who operate around the globe 24x7x365.

 

The Current Operations/NOC Manager will serve as the SITEC lead in the SOCAFRICA Theater Network Control Center (TNCC).  This role will support the customer by managing multiple parallel Communications Task Orders (CTOs) and associated tasks, Authorized Service Interruptions (ASI) generated locally or at the Enterprise level, communicating planned and unplanned outages to affected customers, coordination with USSOCOM Global Enterprise Operations Center to ensure operational awareness, and relevant Service Owners to focus effort on unplanned outage resolution.

 

This role will directly support the SOCAFRICA J63, ensuring a high level of situational awareness across the customer base, and provide a direct link to the USSOCOM Enterprise GEOC, Incident Managers, ASI Managers, and Enterprise Service Owners. 

 

Duties include, but are not limited to:

  • Providing integrated communication with the USSOCOM GEOC, ASI Managers, and Satellite Operations Centers (SATOPS)
  • Receiving, analyzing, and processing CTOs published by the USSOCOM J63, ensuring clarity of intent and execution
  • Developing CTO tasks to SOCAFRICA J6 workcenters and subordinate assigned units, providing clear instruction for order compliance, as well as consolidating related artifacts to verify completion for reporting purposes
  • Managing SOCAFRICA-submitted ASIs to ensure proper planning, submission, execution, rollback, and closure in accordance with USSOCOM standards
  • Managing the receipt of USSOCOM, USAFRICOM, and DISA ASIs that affect SOCAFRICA interests and assets, to include assessing impact, concurrence, and reporting requirements from the SOCAFRICA Headquarters and subordinate assigned units
  • Communicating effects of ASIs to affected SOCAFRICA staff and subordinate assigned units, providing a conduit for concurrence or non-concurrence. Develop plan of action for non-concurrence, recommending alternate scheduling to mitigate operational risk
  • Communicating high-priority incidents and outages to the USSOCOM GEOC, coordinating for appropriate technical resources to support rapid resolution
  • Communicating expected impacts of widespread Incidents to SOCAFRICA staff and subordinate assigned units, receiving feedback and providing summarized reports to the SOCAFRICA J63 and SITEC Service Owner Lead to support decision-making
  • Developing strong working relationships with adjacent commands’ Theater Network Control Centers – USSOCOM, USAFRICOM, SOCEUR, EUCOM, etc – to drive innovation in improved situational awareness and collaboration
  • Providing structured and professional briefings and briefing materials at the O-6 level, supporting the SOCAFRICA J6 staff’s collaborative and informative events
  • Assessing and recommending improvements to the Network Control Center’s toolsets, including developing automated capabilities, monitoring tools, and collaboration platforms to enhance Communication Status (COMSTAT) capabilities
  • Creating and maintaining documentation such as plans, procedures, workflows, and quick reference guides to drive routine and response-based actions
  • Delivering experience-based understanding of infrastructure monitoring and reporting capabilities, supporting modernization and continuous improvement
  • Supporting government efforts to proactively manage Program of Record (POR) and non-POR communication equipment, in cooperation with relevant system owners and PORs at the USSOCOM and vendor levels, to ensure effective and optimized utilization
  • Advocating for and lead Continuous Improvement in all facets of Customer Support activities, including processes, evolving technologies, standards, and communication

 

 

Qualifications

Required Qualifications:

  • Minimum of 7 years with any degree to meet TESA requirements or 11 years of experience with a H.S Diploma to meet TESA requirements
  • Documented experience in NOC (Network Operations Center) or SOC (Security Operations Center) operations and management
  • Experience with BMC Remedy ITSRM required; ServiceNow preferred
  • Experience with military orders production and dissemination processes
  • Proven experience with development of standardized operational procedure documentation
  • DoD TS/SCI clearance is required for this role
  • DoD 8570.01-M IAT II certification

 

Desired Qualifications:

  • Experience with SharePoint technologies at a Content Manager level, including designing workflows, dashboard development, and visual reporting capabilities.
  • ITIL Foundations Certification

Details

Target Salary Range: $86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
