Program Overview
About The Role

Peraton is currently seeking a Sector Contracts Vice President, who will lead the contracts function for a multi-billion dollar operating segment of Peraton.  This position will require experience supporting various federal national security, DoD, Health, and enterprise IT lines of business. Location is Reston, Virginia, full-time. The ideal candidate must have a strong knowledge of the FAR and DFAR (and ideally also foreign military sales and direct commercial sales) and have recent executive- level experience leading contracts teams through all facets of contracts management and administration, be an excellent communicator, high-functional executive presentation skills, and have strong business acumen, analytical abilities and be results driven. Demonstrated cross-functional collaboration with a strong understanding of finance, business development, and program operations functions. This Contracts executive level position will require an experienced contracts management professional who is able to successfully sustain accountability, contribute to and drive business strategy execution, and have responsibility for the following core areas of

responsibilities:

 

Business Operations: Shapes and drives the Sector’s contracts strategy, ensuring alignment with business goals through proactive engagement in negotiation, risk management, and customer partnerships. The Sector Contracts Vice President must be able and willing to work in partnership with the Sector subcontracts and procurement leaders to ensure a cohesive prime/procurement and subcontract strategy. Understands and successfully able to negotiate Other Transaction Authority (OTA) procurements.  Negotiates “as a sub” subcontracts, teaming, and non-disclosure agreements.  Leads the Sector contracts strategy to optimize operational performance, drive financial outcomes, and deliver mission success. Facilitates effective implementation of contract responsibilities within program objectives and requirements. Develop team members to provide career growth opportunities, grows and supports a culture of operational excellence, portfolio ownership, and continuous improvement.

 

Advisement and Compliance:  Reviews and resolves all issues affecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives by working closely with the Sector President, Chief Contracts Officer, Chief Legal Officer, and other senior executives. Provides strategic guidance to completion on more complex bids such as intellectual property components, contracts requiring overseas support, and fixed priced contracts with service level agreements. Advises Sector management of contractual rights and obligations, identifying risk areas and mitigation strategies, and provides interpretation of terms and conditions. Partners with sector team in the development of negotiation strategies and leads negotiation team on contractual issues. Leads transformative initiatives to modernize contract operations, leveraging digital tools, data analytics, and process optimization to improve efficiency and responsiveness.

 

Staff Management: Provides visionary leadership to a geographically distributed team of contract professionals, fostering a high-performance culture aligned with strategic business objectives. Reviews and directs the activities of contract professionals including highly complex solicitations and assists the Sector Contracts team members in the preparation of specialized and/or non-routine response for proposals, bids, and contract modifications. Provides people leadership and mentorship of Sector contracts personnel through team and individual performance appraisals and reviews, evaluations, and evidence-based examples of good performance.

 

Liaison: Focal point for communications with senior executives, procurement, legal, finance and business team for resolution of contract issues and disputes.  Advocate and foster data quality and precision within systems and tools. Effectuate and manage strong working relationship with customers’ contractual leaders.  Assist with achieving Company and Sector strategic goals and assist in identifying business opportunities that would maximize the company's performance, drive revenues, and achieve the business's profitability goals. 

Qualifications

Candidate must have an active Top Secret clearance (or ability to obtain) with willingness/ability to be processed for additional agency-specific clearances (i.e., SAP/SCI). The candidate should also possess the following skills, experience, and education:

 

  • Ability to manage multiple competing priorities in a fast-paced business environment, providing real-time subject matter expertise and direction to cross-functional team.
  • Contributing to the development of new business strategies to maximize company and customer benefits.
  • An in-depth knowledge about federal government contracting, to include federal acquisition process and regulations, as well as in-depth knowledge of Commercial contracting processes and procedures (working knowledge of offsets desired). Foreign Military Sales experience a plus.
  • Business acumen with ability to think critically and develop creative and practical solutions.
  • In-depth knowledge on developing organizational conflict of interest mitigation plans, teaming agreements, and Contractor Teaming Arrangements.
  • Demonstrated experience with the development and negotiation of large, highly complex bids.
  • Experience managing a variety of contract types with specific experience with Firm Fixed Price IT Delivery contracts.
  • Excellent written and verbal communications skills and strong time management skills.
  • Reputation for unqualified commitment to integrity and professionalism and the ability to maintain confidentiality of highly sensitive company/employee information.
  • Highly adaptable to change; ability to work independently and collaboratively.
  • Detail oriented, working within deadlines and the ability to manage multiple priorities simultaneously and operate in a fast-moving environment.
  • Ability to communicate, collaborate and work in a professional manner with individuals throughout all levels of the organization.
  • Bachelor’s degree in Business or related field and 20+ years of progressive contracts experience, including 5+ years in a leadership role;
    or
  • Master’s degree in Business or related field and 18+ years of experience, with 5+ years of leadership;
    or
  • PhD in Business or related field and 14+ years of experience, with 5+ years of leadership.
SCA / Union / Intern Rate or Range

Details

Target Salary Range: $176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
