Our First Responder Solutions program is seeking a Business Analyst to enlarge our team responsible for supporting the California Dept of Forestry and Fire Protection.

 

The Business Analyst bridges the gap between CAL FIRE’s operational requirements and Peraton’s technical delivery, ensuring that all project phases are grounded in a thorough understanding of business processes, stakeholder needs, and regulatory obligations. This role is critical during the Startup and Planning and Knowledge Transfer and Onboarding phases and continues to provide analytical support through Operations Support.

 

Key Responsibilities

  • Elicit, document, and validate business and functional requirements from CAL FIRE stakeholders, dispatchers, field personnel, and IT staff across all project phases.
  • Develop and maintain key project documentation including Business Requirements Documents (BRDs), process flow diagrams, use cases, and standard operating procedures (SOPs).
  • Conduct gap analyses between current operational processes and target-state workflows to identify areas requiring process redesign or technology enhancement.
  • Support the Technology Assessment phase by mapping business processes to technical systems, identifying dependencies, and documenting integration requirements.
  • Facilitate workshops, interviews, and working sessions with CAL FIRE subject matter experts to capture institutional knowledge during the Knowledge Transfer phase.
  • Develop and maintain a Requirements Traceability Matrix (RTM) to ensure all stakeholder requirements are addressed throughout the project lifecycle.
  • Analyze operational data, SLA metrics, and incident reports to identify performance trends and recommend process improvements during Operations Support.
  • Coordinate User Acceptance Testing (UAT) activities, including test plan development, test case creation, and defect tracking.
  • Prepare clear, concise briefings, status reports, and analytical summaries for both technical and executive audiences.
  • Ensure all documented processes and requirements align with California state IT standards, public safety regulations, and applicable compliance frameworks.
Qualifications

Required Qualifications

  • Bachelor’s degree in business administration, Information Systems, Public Administration, or a related field with 5 years’ experience.
  • Minimum 5 years of business analysis experience, with at least 2 years supporting IT infrastructure, network, or public safety technology programs.
  • Must be a US Citizen.
  • Proficiency with requirements management and documentation tools (e.g., Confluence, JIRA, MS Visio, SharePoint).
  • Strong process modeling skills using BPMN or similar notation standards.
  • Familiarity with NIMS/ICS operational frameworks and how they translate to technology requirements.
  • Excellent facilitation, communication, and stakeholder management skills; ability to work effectively with both technical engineers and non-technical end users.
  • Experience supporting government IT contracts and navigating state agency procurement and compliance requirements.

 

Preferred Qualifications

  • Experience working with public safety agencies, emergency communications centers (ECCs), or 911/CAD environments strongly preferred.
  •  CBAP (Certified Business Analysis Professional) or PMI-PBA preferred; ITIL Foundation a plus.

 

Details

Target Salary Range: $80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
