Program Overview
About The Role

Peraton is seeking a Key Management Infrastructure (KMI) Engineer to support our Federal Emergency Management (FEMA) Program at Mount Weather, VA. You will be part of a critical team, responsible for executing the Communications Security (COMSEC) measures necessary to protect communications from being intercepted or exploited by adversaries. These measures include encrypting sensitive data, protecting keying material, and following secure communication procedures.

 

Day to Day Work Responsibilities:  

 

  • Management and operation of the DHS Central Office of Record.
  • Assist with the development and implementation of plans, policies, and procedures to meet the needs of the Department.
  • Conduct in-depth field audits of customer COMSEC accounts, adhering to all national and organization COMSEC policies.
  • Assistance visits of organizational COR COMSEC accounts.
  • Ensure proper accounting, storage, distribution, handling and issuance of cryptographic assets ranging in classifications from Controlled Cryptographic Item (CCI) to Top Secret.
  • Responsible for the generation and distribution of cryptographic keying material to DHS infrastructure nationwide using the KMI system platform integrated with the Communication Security.
  • Provide scheduled and ADHOC training, on the keying, operation, and maintenance of COMSEC equipment and accounting software.
  • Assist with the COMSEC accounting functions performed by the DHS Central Office of Record.
  • Perform cryptographic equipment software and hardware evaluations and upgrades.
  • Perform destruction and demilitarization of COMSEC materials and cryptographic equipment.
  • Provide fielding and training support for new and decertified COMSEC equipment
  • Support the fielding, operation, and maintenance of the Electronic Key Management System (EKMS), the KMI, and any new equipment associated with respect to Crypto Modernization Initiatives from the National Security Agency (NSA).
Qualifications

Basic Qualifications:

  • Bachelor’s degree and 5 years of experience, or a high school diploma and 9 years of relevant experience.

  • Must be a U.S. Citizen with an active Top Secret clearance and SCI eligibility, or the ability to obtain SCI access. The candidate must also be able to secure a DHS Entry-on-Duty (EOD) clearance to begin work on the program.

  • Extensive experience with COMSEC and Key Management Infrastructure (KMI).

  • Proven ability to identify critical COMSEC security areas, implement improvements, and ensure compliance with government policies and regulations.

  • In-depth knowledge of COMSEC accounting systems, including the COMSEC Accounting Reporting and Distribution System (CARDS), Key Management Infrastructure (KMI), and the COMSEC Distributed INFOSEC Accounting System (DIAS).

  • Experience with SMART-T (Secure, Mobile, Anti-Jam, Reliable, Tactical Terminal) operations within KMI.

  • Skilled in loading keys onto physical equipment such as Viper phones, Iridium phones, and KG devices, as well as performing equipment upgrades.

  • Proficient in Simple Key Loader (SKL) operations.

  • Strong analytical and problem-solving skills, with the ability to make sound decisions and implement effective action plans.

  • Knowledge of secure telecommunications networks, secure communication devices, and the management of COMSEC accounts.

  • Experience providing training and technical support on COMSEC accounting systems and cryptographic equipment.

  • Ability to manage multiple responsibilities independently or as part of a team.

  • Demonstrated success in completing tasks accurately and on time.

  • Excellent written and verbal communication skills.

Certifications (must be obtained within 90 days of hire):

  • KMI Certification

  • Certified DHS COMSEC Manager

Preferred Qualifications:

  • Active KMI Certification

  • Active Certified DHS COMSEC Manager

Details

Target Salary Range: $80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
