Program Overview
About The Role

Peraton is seeking a Contract Program Manager. Peraton’s Defense Mission and Global Health Solutions Sector is seeking a for the Department of Defense (DoD).  The successful candidate will be responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and interrelated program tasks that often require managing teams of contractor personnel at multiple locations. Provide overall direction of program activities. Manage and maintain contractor interface with the senior levels of the customer’s organization. Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations. Coordinate with DHRA stakeholders such as IT Operations leads, System Owner technical and programmatic teams, and Government leadership to ensure alignment of activities and priorities. Establish and maintain technical and administrative reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks.

 

 What You’ll Do:

  • Oversee the Development Process: Manage and ensure cybersecurity projects are developed according to organizational priorities, objectives, and timelines. Establish and implement strategies for achieving program goals and key milestones.
  • Identify Cybersecurity Requirements: Work with stakeholders to identify, define, and document cyber-related project or program requirements. Align cybersecurity goals with mission objectives and ensure compliance with legal, policy, and regulatory requirements.
  • Budget Oversight:  Develop, analyze, and manage program budgets to ensure efficient allocation of resources for cybersecurity-related functions.  Negotiate funding and resource needs with higher-level decision-makers.
  • Monitor and Evaluate Program Performance:  Establish metrics to track program success. Evaluate ongoing program performance and adjust processes or strategies to improve outcomes.
  • Coordinate Across Teams:  Lead efforts to communicate with internal and external stakeholders, fostering collaboration.  Oversee connections between teams to ensure continuity and alignment of cyber programs and projects.
  • Ensure Compliance and Risk Management:  Oversee compliance with cybersecurity standards, regulations, and best practices.  Anticipate and manage cybersecurity risks, ensuring appropriate mitigation plans are in place.
  • Leadership and Talent Management:  Oversee program teams, providing guidance, mentorship, and direction to ensure objectives are met.  Identify and address gaps in skills or resources.
  • Stakeholder Communication:  Ensure clear communication with both technical and non-technical audiences.  Prepare and deliver presentations, reports, and summaries regarding program status and outcomes.
  • Policy Development:  Contribute to the development of organizational cybersecurity policies and strategies.
  • Problem Solving and Issue Resolution:  Anticipate and identify program risks, conflicts, or bottlenecks.  Lead mitigation or resolution efforts for issues that arise over the life of the project or program.

 

Knowledge, Skills, and Abilities

 

  • Strategic Program Alignment: Ability to align program objectives with organizational cybersecurity goals and mission priorities.
  • Cybersecurity Expertise: Knowledge of cybersecurity principles, risk management frameworks (e.g., NIST RMF), and compliance standards (e.g., FISMA, DoD 8500.01).
  • Project and Program Management: Proficiency in managing projects and programs using methodologies like Agile, Waterfall, or Kanban, and tools such as MS Project or Jira.
  • Risk Mitigation and Compliance: Expertise in identifying, assessing, and mitigating program-level risks while ensuring compliance with policies and regulations.
  • Budgeting and Resource Management: Strong skills in financial management, resource allocation, and program funding oversight.
  • Stakeholder Engagement: Ability to communicate complex technical and non-technical information effectively with executives, stakeholders, and teams.
  • Performance Monitoring: Skill in establishing metrics to evaluate program progress and implementing improvement strategies as necessary.
  • Leadership and Workforce Development: Competence in leading teams, mentoring personnel, and managing human capital to maximize efficiency and morale.
  • Problem-Solving and Decision-Making: Strong problem-solving abilities to address challenges, conflicts, and risks that arise during program implementation.
  • Knowledge of Emerging Technologies: Familiarity with enterprise IT systems, cloud computing, DevSecOps practices, and the implications of emerging technologies for cybersecurity.
Qualifications

Required Qualifications

  • 12 years of experience, may have supervisory or management experience
  • Must be a US Citizen
  • Clearance Requirement: Top Secret
  • Project Management Professional (PMP):
  • ITIL Foundation Certification
  • CompTIA Security+

 Desired Qualifications

  • Certified Information Security Manager (CISM)
  • Certified Information Systems Security Professional (CISSP)
  • Agile Certified Practitioner (PMI-ACP) or Certified Scrum Master (CSM)
  • Program Management Professional (PgMP):
  • Certified Ethical Hacker (CEH)
  • Lean Six Sigma (Green Belt or Black Belt)
  • Program Management Tools: MS Project, Jira, Smartsheet, or similar tools for tracking and reporting program activities.
  • Risk Assessment Tools: Archer, RiskLens, or other enterprise GRC (governance, risk, compliance) tools.

Collaboration Tools: SharePoint, Teams, Slack, or similar tools to facilitate team communication

SCA / Union / Intern Rate or Range

Details

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
