Join Peraton in advancing the safety, efficiency, and modernization of the National Airspace System (NAS) through the FAA’s Business, National Airspace, and Technical Computing Services (BNATCS) contract. Join a team dedicated to protecting the safety and integrity of U.S. air travel. Peraton is seeking a strategic and analytically driven Deputy Portfolio Manager to lead strategic alignment, stakeholder coordination, and cross-program integration for the FAA’s Brand New Air Traffic Control System (BNATCS) program. This position is a Director and will report directly to the VP, Program Manager.

 

As part of the leadership team, the Portfolio Manager makes certain that this complex, multiyear effort is connected to the FAA’s broader goals, funding priorities, and operational outcomes. This role is critical for translating between day-to-day execution and strategic vision – enabling the system integrator to deliver with agility, alignment, and accountability across a multi-program, multi-stakeholder environment.

 

 

In this position, you will:

  • Manage the end-to-end lifecycle of the program’s portfolio including planning, execution, monitoring, and closure across multiple concurrent projects.
  • Coordinate cross-program dependencies and balance resource allocations, schedules, and risks across workstreams.
  • Establish prioritization frameworks to create structured methods (score models, value stream mapping) for assessing project proposals, vendor schedules, and change requests.
  • Develop portfolio and project dashboards, performance metrics, and executive briefings to track health, progress, and schedule across the life the program.
  • Track and report portfolio-level key performance indicators (KPIs), risks, and strategic metrics to both internal executives and FAA program sponsors.
  • Provide executive briefings and strategic updates, integrating financial, technical, and schedule data into actionable insights.
  • Facilitate integration of this program’s progress and performance into broader FAA reporting.
  • Represent the program at FAA program reviews, industry engagements, and executive working groups.
  • Maintain strong relationships with FAA senior leaders, portfolio managers, and other key government and industry stakeholders.
  • Work closely with the Program Manager, PMO Director, and Integration Leads to cascade FAA-wide changes into program execution.
  • Provide consistent messaging, positioning, and delivery alignment across all integrator-led FAA contracts and task orders.
  • Lead or contribute to internal strategy sessions, opportunity reviews, and proposal development related to the FAA portfolio.
  • Establish continuous improvement review cycles, lessons learned repositories, and capability building initiatives to strengthen portfolio execution.

Qualifications

Required Experience:

  • U.S. Citizenship Required.
  • Must have the ability to obtain / maintain a Public Trust clearance. 
  • 12 years of experience in program/portfolio management, with experience in large, complex Federal Government of highly available systems, and/or critical infrastructure and facilities construction management.
  • Proven ability to engage senior stakeholders and translate their strategic objectives into operational guidance and actionable plans for implementation across multiple teams.
  • Demonstrated success overseeing $1B+ portfolios with complex, geographically dispersed teams and large numbers of technical/nontechnical internal and external stakeholders.
  • Expertise in portfolio management tools and methodologies.
  • Experience with large federal agency program investment reporting process.
  • Experience executing Lean Portfolio Management under the SAFe framework, including PI Planning, Weighted Shortest Job First (WSJF) prioritization, and value stream oversight.
  • Hands-on experience using Jira Align to manage roadmaps, cross-team dependencies, and portfolio-level decision support.
  • Familiarity with Jira, Confluence, and Jama for aligning strategic goals to program execution.
  • Ability to take highly technical complex concepts and produce compelling executive briefings.
  • Experience coordinating across system integrator, partners, original equipment manufacturers (OEMs).

Preferred Qualifications:

  • Exposure to FAA programs or NAS systems.
  • Bachelor’s degree in engineering, Business, Public Administration, or related field.
  • Certification in Safety Management (e.g., Certified Safety Professional [CSP], Certified Systems Engineering Professional [CSEP] with safety emphasis).

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
