Program Overview
About The Role

We are seeking a highly experienced ICAM Senior Technical Lead to support and lead engineering and systems activities for a complex, large-scale federal Identity, Credential, and Access Management (ICAM) program. The ideal candidate will possess deep expertise in IAM systems, cloud infrastructure (particularly AWS GovCloud), and integration with third-party identity verification providers, with a strong background in secure systems engineering and agile delivery.

 

This role requires the technical leadership necessary to guide cross-functional teams in designing, building, optimizing, and maintaining a secure ICAM infrastructure for federal mission-critical systems.

 

What will you do:

 

  • Lead the planning, design, integration, and optimization of ICAM system architecture and supporting infrastructure.
  • Oversee engineering activities throughout the full system lifecycle, ensuring security, stability, and compliance with technical and performance requirements.
  • Collaborate with stakeholders, developers, and system engineers to manage acquisition documentation, milestone reviews, and test activities.
  • Coordinate and lead systems engineering teams and activities related to ICAM operations and development.
  • Ensure integration with third-party identity verification services (e.g., Experian, TransUnion, Equifax, LexisNexis).
  • Develop and manage project schedules, cost estimates, execution plans, and technical performance metrics.
  • Perform system risk assessments and develop mitigation strategies.
  • Ensure the system’s long-term performance and scalability aligns with business and federal requirements.
  • Provide continuous support for DevOps, cloud architecture (AWS GovCloud), and security frameworks aligned with federal standards.
  • Maintain documentation and oversee performance tuning, configuration, and upgrades across the environment.

 

Qualifications

Required Qualifications:

 

  • Minimum of 12 years with BS/BA. An additional 4 years of experience maybe accepted in lieu of the degree
  • 12+ years of experience supporting Identity, Credential, and Access Management technologies.
  • Experience working with IBM Products, Oracle Products, and Cloud-based solutions.
  • Experience integrating with third-party identity verification services.
  • AWS Solutions Architect Certification
  • Deep technical expertise in IT systems architecture, cloud security, IAM technologies, and system integration.
  • Strong familiarity with agile development and DevSecOps practices.
  • Excellent leadership, communication, and collaboration skills, with experience directing multi-disciplinary technical teams.
  • Expert knowledge of current IT security and identity management trends, technologies, and federal standards.
  • Must hold or be able to obtain and maintain a Public Trust clearance.
  • Must be a US Citizen

Preferred Skills:

 

  • Experience supporting federal programs or ICAM frameworks like NIST SP 800-63, FICAM, or HSPD-12.
  • Hands-on experience with AWS GovCloud, Zero Trust Architecture (ZTA), and cloud-native IAM tooling.
  • Familiarity with ITIL service delivery and agile sprint planning as it relates to identity systems.
  • Training/certification in target ICAM products –especially IBM tools.
SCA / Union / Intern Rate or Range

Details

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
