About The Role

Peraton and its Operational Planning, Implementation and Assessment Services Team is seeking an experienced IO Planner specializing in Integrated Joint Special Technical Operations (IJSTO) skills to integrate STO functions and tasks into all facets of USCYBERCOM level planning. This position is based in Fort Meade, MD as part of USCYBERCOM.   

 

What You’ll Do:

  • Provide IO core, related capabilities, and sensitive operational support and products during day-to-day, combat operations, contingencies, crisis action, disaster relief, and exercises required in supporting operations.
  • Provide information-related capabilities and sensitive activities into operations orders, annexes, and evaluation/assessment plans.
  • Review, analyze, and advise on impact of national level strategies, policies, and joint doctrine.
  • Develop information-related appendices, annexes, tabs, estimates, etc., including, but not limited to: Electronic Warfare (EW), MISO, Military Deception (MILDEC), Cyberspace Operations (CO), Operations Security (OPSEC), and Integrated Joint Special Technical Operations (IJSTO).
  • Research, develop, utilize, analyze, and assess all information-related tools and capabilities, including, but not limited to: Electronic Warfare (EW), MISO, Military Deception (MILDEC), Cyberspace Operations (CO), Operations Security (OPSEC), and Integrated Joint Special Technical Operations (IJSTO).
  • Provide focused academic outreach, experiments, and scientific application integration.
  • Provide development, planning, staffing, coordination, execution, and assessment of sensitive activities.

Qualifications

Required:  

  • Minimum of 8 years of planning experience with BS/BA, minimum of 6 years with MS/MA. May consider an additional six years of relevant experience or Associates degree and four years of relevant experience in lieu of a Bachelor’s degree.
  • Knowledge of Special Technical Operations and how it is integrated into joint operational planning process, military decision-making process, and military campaign plan planning, targeting processes and expertise in developing and accessing tactical and operational level MISO/PSYOP plans and orders.
  • Have a minimum of 5 years of experience with STO planning at the service or joint level in support of operations at Combatant Commands or Joint Task Forces – especially in CYBER Operations.
  • Have a working knowledge of information operations (IO), military deception (MILDEC), operations security (OPSEC), electronic warfare (EW), and cyberspace operations missions, tasks, and overall warfighting functions that support operations, understand how to integrate Joint capabilities, and be capable of synchronizing activities of mutual concern.
  • Knowledge of service departments (Army, Navy, Marine Corps, and Air Force) functions and their relationships to CCMD to coordinate MISO/PSYOP actions in appropriate channels, e.g., Army, Navy, Air Force, or Joint.
  • Experience with integrating, coordinating, and synchronizing adjacent and supporting operations with interagency and intelligence community entities, as well as developing support for related capabilities and their activities. Be familiar with, certified in, or have applicable operational/field time experience in:
    • Military Deception (MILDEC)
    • OPSEC
    • EW
    • Cyberspace operations
    • Coordinating intelligence requirements
  • U.S. Citizenship required
  • Current U.S. Passport and able to travel internationally.
  • Clearance: This position requires an active TS/SCI security clearance, based on current security background investigation with the ability to complete/pass a Polygraph – A Top-Secret Clearance with the ability to obtain a SCI will be considered along with passing the Polygraph

  • IJSTO Planners Course
  • PDAS Operators Course
  • Recent joint or service level information operations planning experience
  • Current work with USCYBER performing as a STO planner
  • Familiarity with other core, supporting, and related IO competencies to assist CYBERCOM planners is required.  
  • Proficient in integrating MISO/PSYOP capabilities into cyber plans and operations.
  • Knowledge of military command relationships and command and control (C2) procedures.
  • Able to coordinate STO actions within the proper channels and develop policies that incorporate the principle of C2.
  • Experience coordinating with ACCM Program Managers and Coordinators at the Department of Defense, Joint Staff, Military Departments, Combatant Commands, DOD Field Activities, and interagency partners
  • Ability to effectively advise, negotiate and persuade various managers, military officials, and senior leaders and effective at gaining acceptance of recommended concepts, ideas, guidance, policies and regulations.
  • Ability to engage senior leaders and staff and conduct complex briefings to large audiences using oral, visual, & written communications and briefing techniques
  • Ability to work effectively within a task organized working groups.
  • Adept at developing and utilizing information products that leverage current and emerging technologies to inform planning, improve coordination, and enable timely decisions.
  • Experience with joint and/or combined military operations and interagency coordination.
  • Knowledge of DoD, joint, and Army service doctrine, regulations, and policies.
  • Capable of recommending changes to policy, force structure and design, and command relationships
  • Completion of one or more of the following:
    • Joint Cyber Operations planners course
    • Joint Information Operations planner course
    • Defense OPSEC planner course
    • Special Warfare Advanced Targeting and Analysis course
    • Special Operations MILDEC planner’s course
    • Irregular Warfare course

Details

Target Salary Range: $112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
