About The Role

The Solutions Architect supports the Business Development Executive and capture teams in developing technically credible, competitively differentiated proposals across the Navy programs portfolio. The individual translates Navy acquisition frameworks, fleet operational requirements, and emerging modernization priorities into winning technical solutions, architectures, and proposal narratives. This is a technical-first role requiring deep familiarity with Navy afloat systems, weapons and combat systems integration, program office processes, and the acquisition toolsets that underpin fleet modernization.  This role will be located in Tampa, FL and have the ability to do some hybrid work.

 

The ideal candidate has operated in high-tempo naval environments, understands how requirements are generated and flow into programs, and can architect solutions that are both operationally relevant and acquisition-compliant. Qualified applicants will have experience with the following:

Navy Afloat C4IT and Networks:

  • In-depth knowledge of shipboard communications equipment, systems, and sub-systems including alignment, operation, and limitations across surface combatant classes
  • Extensive experience with NAVWAR/PEO C4I programs, specifically PMW 790 (Afloat Networks and Enterprise Services) or closely adjacent program offices
  • Hands-on experience with CANES or successor afloat network architectures, topside and below-deck systems integration, and Navy IT infrastructure at sea
  • Familiarity with edge computing, cloud at the tactical edge, and data fabric concepts as they apply to afloat and expeditionary environments
  • Advanced understanding of Navy Electronics Systems best practices and DoD policies governing afloat C4IT

Weapons and Combat Systems:

  • Working knowledge of surface combatant weapons systems, combat management systems, and their integration with C4IT and communications infrastructure
  • Understanding of how C4IT modernization intersects with combat systems readiness, targeting, and kill chain data sharing across naval platforms

Fleet Modernization and Acquisition Toolsets:

  • Direct experience with the Fleet Modernization Process (FMP) for Shipmain and Non-Shipmain assets
  • Extensive working knowledge of SPIDER, Navy Data Environment (NDE), Entitled Process, Ship Change Documentation (SCD), and Afloat Master Planning System (AMPS)
  • Ability to interpret and develop Ship Change Documents and translate them into proposal-ready technical content and compliant solution architectures

Operational and Program Office Experience:

  • Experience at a Fleet operational command, Maritime Operations Center, or equivalent high-tempo Navy C4IT environment with direct exposure to afloat systems integration challenges
  • Experience at PMW 790 or a comparable NAVWAR program office, either as military, government civilian, or contractor
  • Familiarity with OPNAV requirements generation (N2/N6/N9) and how operational requirements flow into acquisition programs across NAVWAR, NAVSEA, and NAVAIR

Proposals and Business Development Support:

  • Demonstrated experience supporting capture and proposal development for Navy or DoD programs including technical volumes, compliance matrices, basis of estimates, and solution architectures
  • Ability to identify customer needs and develop solutions that are technically sound, acquisition-compliant, and competitively differentiated
  • Strong written communication skills with the ability to produce clear, concise, and compelling technical content under proposal deadlines
  • Collaborative working style supporting BDE, capture managers, pricing, and contracts teams across all phases of the BD lifecycle
Qualifications
  • Minimum of 16 years with BS/BA; Minimum of 14 years with MS/MA; Minimum of 10 years with Ph.D. or 20 years of experience in lieu of a degree
  • Active Secret clearance required 
  • Prior Navy IT/C4I community background, including IT rating, 18XX/16XX Surface Warfare officer community, or equivalent civilian or contractor tenure at NAVWAR
  • Experience on IDIQ or GWAC vehicles common to Navy programs such as SeaPort-NxG or ITES-3H
  • Knowledge of current Navy modernization priorities including Project Overmatch, JADC2, and their afloat and surface combatant implications
  • Familiarity with NAVSEA modernization planning and surface ship systems integration processes

Preferred:

  • Active TS/SCI security clearance

 

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
