The Program Analyst, Subject Matter Expert (SME) provides senior-level program management and analytical support to the Program Director and Senior Program Manager across a portfolio of program workflows. This role drives visibility, performance insight, and operational alignment by synthesizing data across deliverables, identifying risks and opportunities, and delivering actionable recommendations that support strategic decision-making.
The SME plays a key role in supporting the Digital Command Center (DCC) — a centralized, near real-time dashboard that provides insight into program health, financial execution, and operational performance through project completion. This position bridges program operations, policy, financial management, and technical data environments to ensure programs run efficiently, meet requirements, and stay aligned with strategic objectives.
Provide overall program management and administrative support across multiple program workflows
Synthesize data from diverse sources to provide integrated visibility into program performance
Support the Digital Command Center (DCC) by delivering accurate, timely data inputs and performance insights
Analyze program performance, trends, and metrics to identify risks, gaps, and improvement opportunities
Develop and present data-driven recommendations to program leadership
Support oversight and management of:
Integrated Master Schedule (IMS)
Integrated Logistics Support (ILS)
Risk Management processes
Track KPIs and performance measures across cost, schedule, and operational areas
Assist with budgeting support, financial analysis, and resource planning
Improve workflows and program processes through analysis and optimization initiatives
Support requirements gathering and systems/process analysis
Facilitate cross-functional coordination among technical teams, PMO, logistics, finance, and leadership
Prepare reports, dashboards, and executive-level briefings
Ensure deliverables align with program requirements and customer expectations
Senior-level experience in program analysis, program management support, or PMO environments
Strong analytical and quantitative analysis skills
Experience with performance measurement, KPI tracking, and data reporting
Experience supporting Integrated Master Schedules (IMS)
Familiarity with Integrated Logistics Support (ILS) principles
Experience with risk and issue identification and tracking
Experience supporting budgeting, financial analysis, or resource management activities
Proficiency in PMO tools, advanced Excel, and reporting/dashboard platforms
Strong problem-solving and critical thinking abilities
Excellent written and verbal communication skills
Ability to translate technical or data findings into actionable business insights
Strong organizational skills and attention to detail
Experience supporting complex technical or government programs
Background working in digital reporting environments or command-center-style dashboards
Experience in process improvement or operational transformation initiatives
Familiarity with regulated or compliance-driven environments
