Program Overview
About The Role

We are seeking a highly skilled and innovative Program Security Manager/Facility Security Officer to join our team in the greater DMV area, supporting the Army National Guard.

 

Key Responsibilities

  • Administer personnel security lifecycle: clearance sponsorship/processing, periodic reinvestigations, visit requests, access determinations, and adjudication coordination.
  • Interpret and implement DD254 contract security requirements; maintain program security plan, policies, and required documentation.
  • Manage Insider Threat Program activities, reporting, investigations, and mitigation coordination with Government partners.
  • Oversee OPSEC program: develop/maintain OPSEC Plan, provide indoctrinations, refresher briefings, debriefings, and training.
  • Perform classified document control: marking, distribution, inventories, storage, destruction, and accounting.
  • Manage facility security functions: SCIF/secure room access, container management, end‑of‑day checks, arming/de‑arming procedures, and escorting uncleared personnel.
  • Maintain IA/IT status tracking (accounts, privileges), coordinate with ISSM/IA teams for access and RMF requirements.
  • Prepare and deliver security status reports, metrics, audit evidence, and closeout documentation; support CPSR/CCRI/inspections and security audits.
  • Provide security guidance to subcontractors and coordinate corrective actions for compliance issues.

Qualifications

Required Qualifications

  • 2 years with BS/BA; 0 years with MS/MA; 6 years with HS Diploma
  • Clearance: TS/SCI (active)
  • Education / Certification: Candidate must meet ONE:
    • Bachelor’s degree (BS) in relevant field; OR
    • Professional certification such as CISM, GSLC, ISP (Industrial Security Professional).
  • Experience: Security/FSO experience managing program/facility security in DoD or government contract environments.
  • Knowledge: NISPOM, DD254, personnel security processes, insider threat program requirements, OPSEC practices, classified handling, and facility security operations.
  • Skills: Strong documentation, audit preparation, stakeholder coordination, training delivery, and incident handling skills.

Desired / Preferred

  • Prior experience as designated FSO for large, dynamic programs
  • Familiarity with adjudication processes, JPAS/DEERS/CAC systems or successor systems, and RMF/ATO interactions
  • Experience supporting SCIF operations and CCRI/CCRI‑like inspections

Details

Target Salary Range: $66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
