About The Role

Position Summary

 

The Network Operations Manager is responsible for leading the planning, engineering, implementation, and day-to-day operations of enterprise telecommunications systems. This role ensures the reliability, security, scalability, and performance of voice, data, and wireless communications infrastructure supporting mission-critical operations. The NetOps Manager will oversee network teams, manage vendor relationships, and ensure compliance with federal standards and regulations.

 

Key Responsibilities

 

Strategic Planning & Architecture

  • Develop and execute long-term telecommunications and network strategies aligned with agency mission and IT objectives.
  • Lead the design and engineering of secure, scalable, and resilient network infrastructures (LAN, WAN, MAN, wireless, and unified communications).
  • Evaluate emerging technologies and recommend solutions to enhance performance, security, and cost efficiency.

Operations & Maintenance

  • Oversee 24/7 network operations, ensuring high availability and performance of all telecommunications systems.
  • Manage network monitoring, incident response, outage resolution, and root cause analysis.
  • Establish and enforce service level agreements (SLAs) and key performance indicators (KPIs).

Security & Compliance

  • Ensure all network systems comply with federal cybersecurity standards (e.g., FISMA, NIST, FedRAMP as applicable).
  • Collaborate with cybersecurity teams to implement and maintain secure network architectures.
  • Conduct regular audits, risk assessments, and vulnerability remediation efforts.

Team Leadership & Management

  • Lead, mentor, and develop a team of network engineers, analysts, and operations staff.
  • Define roles, responsibilities, and performance expectations.
  • Foster a culture of accountability, innovation, and continuous improvement.

Project & Vendor Management

  • Manage telecommunications projects, including upgrades, migrations, and new deployments.
  • Oversee contracts, vendors, and service providers to ensure quality delivery and cost control.
  • Coordinate with internal stakeholders, external partners, and government entities.

Budget & Resource Management

  • Develop and manage budgets for telecommunications infrastructure and operations.
  • Optimize resource allocation and identify cost-saving opportunities.

Documentation & Reporting

  • Maintain accurate network documentation, diagrams, and standard operating procedures.
  • Provide regular reports on system performance, incidents, and strategic initiatives to leadership.
Qualifications

Required Qualifications

  • 12 years experience
  • Bachelor's degree preferred
  • Proven experience managing large-scale, enterprise telecommunications environments.
  • Strong knowledge of networking technologies (e.g., routing/switching, MPLS, SD-WAN, VoIP, wireless systems).
  • Experience with network monitoring and management tools.
  • Demonstrated experience in federal IT environments or working with government regulations and compliance frameworks.

Preferred Certifications

  • Cisco Certified Network Professional (CCNP) or Cisco Certified Internetwork Expert (CCIE)
  • Certified Information Systems Security Professional (CISSP)
  • ITIL Foundation or higher
  • Project Management Professional (PMP)

SCA / Union / Intern Rate or Range

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
