Program Overview
Improves sustainment efforts for new enhancements and capabilities while maintaining operational applications and their authority to operate. Program supports research, development, testing, and evaluation based on customer requirements and agile processes, while assisting with intelligence missions and global integration efforts.
About The Role

The successful candidate will perform both programmatic duties of CDRL development, staffing, subcontracts, and financial management to enable successful execution of the Task Order scope of work while also performing the direct, expert systems engineering responsibilities of the Task Order.  The Senior Program Manager will manage across a team of Senior Managers that drive technical support efforts for the program.  The Senior Program Manager will establish and ensure a multi-discipline approach to requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the National apparatus of Defense Intelligence, Combatant Commands, supporting Partner Nations and other Federal Agencies to ensure timely and accurate Human Intelligence (HUMINT) collection, correlation and dissemination.

 

Programmatic duties include:

  • Responsible for managing one or more projects or programs, and has supervisory and development responsibilities for professional and technical personnel performing in their customary disciplines.
  • Responsible for the successful technical, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers, in accordance with contract requirements and company policies, procedures and guidelines.
  • Develop and deliver required contract, departmental, project and/or financial reports.
  • Responsible for all phases of the program budget to include monitoring of contract, subcontract, and funding, preparing forecasts of program financial performance, and performs analysis for contract reviews with various software.
  • Develops Quality Assurance Programs for all products and services.
  • Prepare Staffing Plans, including skill and labor mix, to support contract operations. Responsible for recruiting, interviewing, and hiring staff.
  • Responsible for driving on-contract growth and successfully defending our positions during recompetes. Has an active role in supporting new business development by leading major proposals personally, or through subordinate program/project managers. Assists in proposal process and coordinates with Pricing Department when required.
  • Coordinate and integrate with other leaders across the IS&A OU and the NP BU to maintain consistent messaging with customers and drive overall success.
  • Encourage and help drive innovation, diversity initiatives, and inclusion across portfolio.
  • Demonstrate ownership of the NP culture, and the practices required to adopt, grow, and maintain the culture across the portfolio.

Duties include:

  • Assists the Government in directing requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the National apparatus of Defense Intelligence, Combatant Commands, supporting Partner Nations and other Federal Agencies.
  • Assists with the planning, analysis/traceability of user requirements, architectures traceability, procedures, and problems to automate or improve existing systems and review cloud service capabilities, workflow, and scheduling limitations.
  • Advises the Government on proposed changes to the solutions designs based on analysis of requirements and new technology.
  • Assists the Government in the capture and translation of mission and customer requirements/needs into systems/capability requirements and solutions.
  • Supports the analyses and allocation of requirements to systems architecture components and executing programs.
  • Assists the Government in performing systems integration activities.
  • Assist in leading Analysis of Alternatives (AoAs), Course of Actions (CoAs), Trade Studies, and Engineering Assessments.
  • Assists the Government in strategic technical planning, project management, performance engineering, risk management and interface design.
  • Provides expert advice to the Government in the areas of relating vision, strategy, plans, needs, requirements, and process and capability developments.
  • Operates at the level of integrating multiple Major Systems Acquisitions across organizational, agency, department, and governmental/national boundaries.
  • Demonstrated knowledge of the current DIA CIO, DO and DIA enterprises.
  • Oversees and coordinates the work of Senior-, Mid-, and Junior-level contractor Systems Engineers.
  • Responsible for the orchestration and oversight of code redesign.
  • Leverage cloud and Platform-as-a-Service (PaaS) utilities; use modern coding approaches to stand up capabilities in Cloud environments, including Application Programming Interface (API) development and links to Cloud based storage.
  • Coordinates test events, test scripts, both verification and validation for functional capabilities, dual ops comparison, and coordination with SME from offices.
Qualifications

Required:

  • Bachelor's degree in a related field or equivalent combination of education, training, and experience.
  • 12–15 years of experience in technical leadership, systems engineering, or program/project management roles.
  • TS/SCI clearance with poly
  • Experience with and strong understanding of systems engineering lifecycle.
  • Detail-oriented, with excellent verbal and written communications skills.
  • Experienced in Program management financials and reporting on a T&M contract.

Desired:

  • Masters in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • Working knowledge of Model Based Systems Engineering, processes, tools and languages.
  • Software Development Framework certification.
  • Licensure as a professional engineer.
  • Experience in the field of human intelligence.
  • Experience engineering solutions using Cloud-based technologies.
  • Experience engineering solutions using structured and unstructured Big Data.
  • Experience architecting solutions using Automation, Artificial Intelligence, and Augmentation technologies.
  • Experienced in test design and capability validation, following industry AGILE best practices and DIA processes. 
  • Experience with Cloud Foundry or AWS, one or more modern coding languages (Java, Python, Javascript, C#, PHP, etc.).
  • Experience with Cloud Foundry or AWS, one or more modern humint databases (Oracle spatial, PostgreSQL, etc.).
SCA / Union / Intern Rate or Range

Details

Target Salary Range: $146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
