Program Overview
Peraton provides USSOCOM, its Component Commands, Theater Special Operations Commands (TSOCs), deployed forces, CIO/J6, and end-users with high-quality IT platform and network services over an eight-year period.
About The Role

Peraton requires Communications Security (COMSEC) Custodian to support the Special Operation Command Information Technology Enterprise Contract (SITEC) – 3. Positions are located at the SOCOM Headquarters at MacDill, AFB FL, and at the TSOC and Component locations in the United States and abroad. 

The purpose of the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) Task Order (TO) is to provide USSOCOM, its Component Commands, its Theater Special Operations Commands (TSOCs), and its deployed forces with Operations and Maintenance (O&M) services to maintain Network Operations (NetOps); maintain systems and network infrastructure; provide end user and common device support; provide configuration, change, license, and asset management; conduct training, and perform Install, Move, Add, Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, the CIO/J6 organization, and ultimately the end-user who operate around the globe 24x7x365.  

The COMSEC Custodian must have solid technical skills and experience for the receipt, custody, issue, safeguarding, accounting for, and, when necessary, the destruction of COMSEC material. The Custodian is responsible for the maintenance of up-to-date records and the submission of required accounting reports. This position will serve as an alternate COMSEC Custodian assisting the Government COMSEC Custodian and providing continuity of operations in the Government COMSEC Custodian absence. The COMSEC Custodian shall provide a full spectrum of network infrastructure management services including implementation, technology integration, guidance for both scheduled and unscheduled maintenance, and assisting the Government to develop and document network infrastructure policies and procedures.  

Duties include but are not limited to: 

  • Manages the overall COMSEC posture of their Wing/Delta or installation COMSEC program. 
  • Establishes controls so only properly cleared personnel with a legitimate need are issued COMSEC material. COMSEC material must only be issued to appropriately cleared and authorized individuals whose duties require it. Advise them of their responsibility for properly safeguarding and controlling COMSEC material in their possession. 
  • Establishes and conducts a comprehensive user-training program for all CROs and alternates. Document initial and refresher training on the DAF Form 4168, COMSEC Responsible Officer and User Training Checklist 
  • Ensures the latest patches, updates, and architectural requirements are in place on all COMSEC equipment.  
  • Ensures installation compliance with COMSEC requirements by conducting a self-assessment in accordance with COMSEC Policy. 
  • Audits and inventories user-held Accounting Legend Codes (ALC)-1, ALC-2, and ALC-4 for physical material, and ALC-6 and ALC-7 KMI holdings. 
  • Maintains processes for returning faulty equipment and replacing it from within the inventory.  
  • Conducts annual account verifications in the CMS to ensure information is current. 
  • Assists CONAUTHs by validating keying material requests from the CRO and ensure the keying material ordered reflects actual requirements before sending keying material increase/decrease requests to the CONAUTH. 
  • -Manages/controls COMSEC material IAW NSA, NIST, CNSSI-4005 and Department of the Air Force Manual 17-1302-O. 
  • Manages COMSEC Digital Management Devices (DMDs).  
  • Provides Joint COMSEC monitoring agency reports.  
  • Supports the receipt, custody, issue, safeguarding, accounting for, and when necessary, the destruction of COMSEC material.  
  • Assists with shipping cryptographic products and key material weighing up to 50 pounds.  
  • Uses the Distributed Information Security (INFOSEC) Accounting System (DIAS).  
  • Performs Field Tamper Recovery (FTR), upgrading cryptographic device firmware, and ensuring the interoperability of firmware versions between enterprise encryptors.  
  • Supports the General Dynamics TACLANE line of In-Line Network Encryptors  
  • Supports the installation, deployment, use, and management of the General Dynamics GEM-X.  
  • Supports the High Assurance Internet Protocol Encryptor (HAIPE) Manager.  
  • Plans and executes of Out-Of-Band-Key Transfer (OOBKT) for remote rekey of enterprise encryptors on multiple networks using GEM-X HAIPE Manager. Requires experience in Suite-A and Suite-B network environments, architecture, and key material requirements.  
  • Reads and interprets complex network drawings and documentation as they relate to cryptographic requirements.  
  • Performs hands-on installation, maintenance, configuration and troubleshooting of COMSEC equipment, as required.  
  • Performs Over-The-Air-Transfer (OTAT) of key material to remote sites using the General Dynamics Sectera vIPer and the L-3 Secure Terminal Equipment (STE).  
  • Provide training to CROs, SVROs and all COMSEC users and accurately document the training to include date, name, and signature of the trainer and trainee within required periodicity. 
  • Provides incident response using multiple software applications, including Remedy and JIRA (U).  
Qualifications

Required Qualifications  

  • A DoD TS/SCI clearance 
  • Min 6 years with HS Diploma, 4 years with AS/AA degree, or 2 years with BS/BA
  • At least two years of previous hands-on experience working in a COMSEC Manager capacity.
  • COMSEC Manager Course

Details

Target Salary Range: $80,000 - $128,000. This represents the typical salary range for this position based on experience and other factors.
