About The Role

As a Planner supporting a national security program space warfighting mission, you will be responsible for executing Joint Planning Processes (JPP) and Combatant Command (COCOM) processes to transition desired strategies into daily operations. You will evolve a U.S. Intelligence Community agency participation and contributions for interagency exercises by assessing the quality and effectiveness of training and implementing informed changes within procedures, orders, plans and other deliverable products. As a Plans & Strategy division team member, you will capture real world and training “lessons-learned” to facilitate leadership and decision-maker review and approval. A successful candidate will demonstrate advanced mission and space operations experience and assist development of criteria for consideration of effects-based operations against threats to the agency systems.  Additionally, you will support collection management efforts and provide logistical assistance to contingency operations planning meetings and workshops for the agency and external partners’ leadership.

 

Responsibilities: 

 

  • Support team shaping of strategic orders, reports and other plans documents with senior experience implementing Adaptive Planning and Execution (APEX) and Joint Operational Planning and Execution Systems (JOPES) planning methodologies
  • Development TTPs, COAs and criteria for the optimization of effect-based operations
  • Adapt plans and procedures in consideration of ongoing integration of Indication and Warning (I&W) systems and tool capabilities and advise integration efforts
  • Determine effectiveness of current procedures and system capabilities; compile “lessons learned” from both real-world events and exercises for improved procedural changes
  • Maintain Awareness of current high-interest terrestrial and space-based activity effecting space domain, threat pattern of behavior as well as asset collection and mission priorities
  • Plan, monitor and prioritize optimal effects-based operations against threat to the agency assets
  • Provide logistical support for contingency operations planning meetings and workshops
  • Identify and inform decision-makers of any system, procedural or intelligence gaps and assumptions that may pose a risk to mission success
  • Work full-time on-site at a government facility in Springfield, VA

Qualifications
  • 8+ years of combined experience in space defense operations and operations planning with a bachelor’s degree in a related field; 12 years of relevant experience in lieu of a degree; or 7+ years of relevant experience with a master’s degree in a related field.
  • Active TS/SCI with adjudicated Poly 

 

PREFERRED: 

 

  • 3+ years combined IC/DoD exercise and planning process experience (i.e., JPP, APEX, JOPES)
  • 10+ years of combined prior space operations and IC/DoD planning experience
  • Prior integrated Joint Special Technical Operations (STO) and Military Decision-Making Process (MDMP) experience
  • Prior military service in related fields: 5S USSF; USAF 13s (Officer) 1C6 (Enlisted); Army FA40 or FA59; Marine 8866 or 0540 specialty (Weapons School graduate or instructor desired)
  • Prior project management and/or experience planning exercises and building TTPs
  • Advanced knowledge of foreign/domestic space & ground threat capabilities and space surveillance networks with prior experience in tasking space surveillance resources
  • Understanding of orbital mechanics, flight safety tools, collection management and I&W systems

 

Details

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
