We are seeking highly cleared professionals who excel at the intersection of advanced communications infrastructure, distributed systems, and mission assurance—where reliability, security, and performance are paramount.

 

This position is on-site on the Pope Army Airfield and requires a current, active TS/SCI clearance.

 

Specifically, we are looking for a TS/SCI cleared Strategic Workforce Manager – Senior to support this mission on the Pope Army Airfield.

 

Responsibilities:

As a Strategic Workforce Manager – Senior, you will provide technical and management leadership for all equipment and information support functions across the Task Order. Your responsibilities include:

  • Applies comprehensive knowledge across key tasks and high-impact assignments; plans and leads major technical assignments and may supervise others.
  • Leads regional workforce planning and personnel execution, ensuring alignment with program requirements, PMP deliverables, and command mission objectives; directs readiness tracking, talent development, and enterprise engagement across the assigned operational area.
  • Oversees workforce management programs and personnel processes within the assigned region, ensuring compliance with program standards and HR policy frameworks.
  • Partners closely with Human Resources (HR) and Talent Acquisition (TA) teams to lead staffing execution, pipeline development, and readiness reporting in coordination with Site Leads—ensuring timely fills, clearance-aligned sourcing strategies, and proactive workforce gap mitigation.
  • Develops, maintains, and strengthens relationships with subcontractor (SUBK) partners and teaming entities, serving as the primary point of coordination for SUBK workforce integration, performance accountability, and compliance with contractual staffing obligations.
  • Directs onboarding, training, and employee development initiatives in collaboration with HR to ensure seamless integration of both prime and SUBK personnel into program operations.
  • Coordinates OCONUS deployment readiness, including personnel documentation, medical/administrative requirements, and SUBK deployment alignment.
  • Advises the Strategic Workforce Manager and Task Order Leads on workforce engagement, HR metrics, SUBK performance, and reporting.
  • Implements regional Playbooks and performance tracking frameworks, incorporating HR-driven engagement strategies and SUBK accountability measures.
  • Leads employee engagement and retention programs across the program, partnering with HR to design and execute initiatives that improve morale, reduce attrition, and strengthen workforce cohesion across prime and subcontractor teams.
  • Advises the PMO on staffing forecasts, talent acquisition strategy, and SUBK capacity planning to support current and future program demands.
  • Ensures readiness data is accurate, auditable, and aligned with MSR and transition deliverables, incorporating HR and SUBK reporting inputs.
  • Builds trusted relationships with command leadership, HR business partners, and SUBK program managers to support operational effectiveness and mission continuity.
  • Utilizes the following TO Management & Financial Tracking Tools: Task Order portal, Microsoft Power Platform (Power Apps, Power BI, Power Automate), G Invoicing API, ASSIST portal integration, and variance analysis dashboards.
  • Utilizes the following Scheduling & Planning Tools: MS Project, GFP management modules, and WBS tracking systems.
  • Utilizes the following Workflow & Tracking Tools: ServiceNow, Jira Service Desk, and automated RIP/CTP/TAR workflows.
  • Utilizes the following Documentation & Knowledge Management Tools: SharePoint libraries, Confluence, Microsoft Search, lessons learned databases, and video library repositories.
  • Utilizes the following Audit & Compliance Tools: Archer GRC, internal audit portals, Excel/SharePoint audit templates, and configuration management database with version control.
  • Utilizes the following Reporting & Analytics Tools: Power BI with R/Python integration, Tableau, predictive analytics engines, and trend analysis dashboards.
  • Utilizes the following Collaboration & Communication Tools: Teams, role-based access via Azure AD, and mobile access via Power Apps.
  • Utilizes the following Role-Specific Tools: PRS dashboards, DOCPER/BACO 90, and Readiness Tracking Systems.
Qualifications

Required Qualifications: 

  • Previous experience as a Strategic Workforce Manager or similar role supporting a DoD customer at the CCMD level. 
  • Minimum of 6 years' experience with a BS/BA, or 4 years' experience with an MS/MA, or 2 years' experience with a PhD. Or 10 years’ experience w/o a degree ot 8 years’ with AS/AA 
  • Demonstrated experience engaging and coordinating with HR, Talent Acquisition, and subcontractor (SUBK) partners in a large-scale, geographically distributed program environment. 
  • current, active DoD security clearance at the TS/SCI level is required. 
  • US citizenship is required. 

Work Environment:  

  • Location: Pope Army Airfield 
  • On-site expectations: Full-time on-site presence required for equipment management and asset tracking 
  • Travel: May require occasional travel to CONUS and OCONUS sites for logistics coordination and facility assessments

Details

Target Salary Range: $86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
