Program Overview
About The Role

As the Business Unit Technology Lead (Technologist), you will play a pivotal role in defining and driving the technical strategy for the Cyber Analytics Business Unit (CABU). You will shape and execute IT strategies tailored to the mission needs of the Maryland Procurement Office (MPO) and U.S. Cyber Command (USCC) customer missions, translating complex operational requirements into innovative, mission‑aligned solutions that advance both customer outcomes and CABU growth.

 

You bring a blend of deep technical expertise, operational discipline, and entrepreneurial thinking. You approach challenges with an outcome‑driven mindset, ensuring that every solution is purposeful, scalable, and aligned with mission priorities. Working closely with internal engineering, product, and business teams as well as external mission partners, you will design, communicate, and implement technology roadmaps that address emerging threats, evolving capabilities, and long‑term strategic objectives. You are a technology evangelist and recognized industry thought leader, capable of articulating vision, influencing stakeholders, and championing modern approaches that elevate CABU’s technical posture and competitive edge.

 

Key Responsibilities:

  • Drive technological growth and advancements in a dynamic, fast-paced environment delivering measurable value for the organization and its customers.
  • Lead the development and deployment of cutting-edge technology solutions across the BU
  • Develop and execute a comprehensive technology strategy and roadmap for the Business Unit, ensuring seamless alignment with leadership, business goals, and organizational objectives across both the Sector and Business Unit, helping guide decision-making and long-term planning.
  • Leverage a practical understanding of AI-enabled tools and techniques to support solution development, analysis, and proposal activities in collaboration with the capture team
  • Lead solution collaboration and offerings with an “art of the possible” mindset, translating technical and organizational constraints into clear business risks for Sector and BU leadership
  • Communicate company strategy to engineers, ensuring alignment across the organization.
  • Interface with the Sector CTO, IRADs, and Labs to shape and advance technical initiatives that address customer requirements and drive competitive differentiation.
  • Serve as a product owner for “Next Gen” projects ensuring technology build serves the user, rather than just delivering features.
  • Partner with business unit technical leaders, and stakeholders to gain a deep understanding of mission technology needs and lead technology-enabled business initiatives.
  • Continuously evaluate industry emerging technical advancements and services and identify opportunities for BU adoption.
  • Collaborate with fellow technical team members, technical leaders, and growth to identify new business opportunities and strategic partnerships, offering technical guidance and support throughout the business growth lifecycle inclusive of providing solutioning and content development support to capture and proposal efforts.
  • Advise on emerging technological research areas and advancements that align with both short- and long-term goals.
  • Lead BU level innovation forums to foster cross-program collaboration and drive internal partnerships, accelerating the pace of technological advancement.
  • Spearhead the integration of AI technologies as appropriate to advance operational efficiency and enhance customer value.
Qualifications

Basic Qualifications:

  • Minimum of 16 years with BS/BA
  • 15 or more years of experience in technology leadership, including 5+ years in a technical lead role, ideally within the MPO, USCC or another Intelligence Community (IC) organization or contract.
  • Proven leadership and team-building abilities, with a history of mentoring and developing high-performing technical talent.
  • Proven ability to build, scale, and lead highperforming technology teams while delivering innovative solutions that advance business objectives.
  • Strong track record of successfully navigating multidisciplinary environments, building consensus, and influencing key stakeholders across diverse teams.
  • Deep expertise in Enterprise IT, including software development, cloud infrastructure, IT operations, cybersecurity, data analytics, and Artificial Intelligence (AI).
  • Experience leading cross-functional teams and collaborating with external stakeholders such as strategic alliance partners, vendors, and customers.
  • Strategic thinker with robust business acumen, skilled at aligning technology initiatives with broader organizational goals to drive growth and success.
  • Strong working knowledge of data security, privacy regulations, and cloud computing environments, ensuring compliance and effective risk management.
  • Clear understanding of the Cybersecurity Maturity Model Certification (CMMC) program and process and associated compliance standards (e.g., NST SP 800-171) and the different certification levels.
  • Passionate about continuous learning, staying at the forefront of technology trends and industry developments to drive innovation.
  • Exceptional communication skills, both written and verbal, with the ability to effectively convey complex technical concepts to both technical and non-technical audiences.
  • Strong problem-solving and analytical abilities, with a data-driven, solution-oriented mindset.
  • Ability to excel in a fast-paced, dynamic environment, delivering results under pressure while meeting deadlines and adapting to evolving challenges.
  • Top-Secret/Sensitive Compartmented Information (TS/SCI) clearance w/ Poly required

Desired Qualifications:

 

  • Bachelor’s or Master's degree in Computer Science, Information Technology (IT), Engineering, or related technical field;
  • Advanced degree preferred -  MS/MA or PhD 
  • Desired Advanced Technical Certifications – e.g., ITIL4; Cisco Certified Network Associate (CCNA), Certified Information Systems Security Professional (CISSP); AWS Solutions Architect Professional or AWS SAP; Microsoft Certified: Azure Solutions Architect Expert – AZ-305; TOGAF 9 / 10 Certification.
SCA / Union / Intern Rate or Range

Details

Target Salary Range: $229,000 - $366,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
