Specifically, we are looking for a TS/SCI cleared Continuity Planner - Senior to support this mission at MacDill Air Force Base, Florida.
Responsibilities:
As a Continuity Planner – Senior, you will provide technical and management leadership for all equipment and information support functions across the Task Order. Your responsibilities include:
- Possesses and applies expertise in Risk Assessment and Business Impact Analysis; Strategy Development and Continuity Planning; Plan Design and Documentation; Implementation, Training, and Testing; and Monitoring, Maintenance, and Continuous Improvement.
- Plans and leads the development and implementation of COOP strategies and COOP Playbook for major enterprise-level C2ISR Transport Infrastructure components.
- Drives the strategic development of robust operational readiness capabilities based on Capacity Planning to rapidly respond to emergent and unforeseen operational challenges.
- Functions as a technical expert in preserving mission-essential functions and maintaining comprehensive operational capabilities during dynamic and unpredictable scenarios.
- Evaluates COOP effectiveness using COOP Tabletop Exercise Plans, identifying trends, and recommending major changes to enhance resilience and mission impact for short-term project growth and success.
- Provides expert guidance to Government leadership POCs and project teams on COOP best practices, risk management, and complex problem resolution.
- Leads collaboration with key technical staff and senior customer representatives to define and document complex COOP specifications, design, and operational requirements, guiding the overall COOP strategy and providing escalation paths to AISR Support and Engineering Cell.
- Establishes and enforces adherence to established COOP guidelines, quality standards, and regulatory requirements across the entire portfolio of supported C2ISR operations.
- Manages the documentation lifecycle for critical COOP deliverables, including advanced version control, archiving, and strategic content management systems. Including maintenance of OOBM database access, Quick Reaction Checklists, SOPs, and emergency recall.
- Develops and refines strategic approaches for mission continuity and operational resilience, evaluating their effectiveness.
- Maintains the COOP playbook and implements COOP activities without impacting operational capabilities, supported by backout plans and POA&Ms.
- Familiar with Command Operations Support Services, DoD Directive 3020.26, FEMA’s Continuity Guidance Circular 1 (CGC 1), Federal Continuity Directives, & leverages FEMA checklists and evaluation tools, and ISO 22301 Business Continuity Management Systems best practices
- Utilize the following Role Specific Tools: COOP readiness trackers (mission essential personnel identification, alternate site readiness tools); relocation logistics systems (transportation scheduling, lodging coordination, equipment staging); VPN token management platforms for remote access continuity; SOP/QRC libraries for disaster response and reconstitution procedures; stakeholder communication dashboards for emergency coordination; risk management registers with continuity metrics; lessons learned repositories for COOP exercises; predictive analytics engines for continuity forecasting; configuration management databases for continuity documentation and version control; compliance audit checklists for DoD COOP standards.
