Program Overview
About The Role

We are seeking a highly skilled and innovative Data Architect SME to join our team in the greater DMV area, supporting the Army National Guard.

 

Responsibilities

  • Define enterprise data architecture reference models, integration patterns, data standards, and governance constructs to enable secure, scalable analytics and application ecosystems across cloud, hybrid, and distributed environments.
  • Review and adjudicate enterprise data models, schemas, data flows, and modernization roadmaps to ensure alignment with Agile/DevSecOps, PDLC/SDLC, DoDAF, and DoD/Army policy frameworks.
  • Advise senior leadership on ERP transitions, interoperability constraints, data quality risk, and architectural tradeoffs impacting Force Management, PPBE, GFM DI, and modeling & simulation initiatives.
  • Integrate RMF controls, STIG/CVM considerations, DoDAF viewpoints, and auditability requirements into data architecture decisions and solution designs.
  • Establish secure cross‑domain data exchange strategies, data labeling/releasability controls, and defensible data sharing patterns supporting SOC, CIRT, threat intelligence, and vulnerability management workflows.
  • Define enterprise data performance metrics, cataloging/taxonomy standards, master data management practices, and data lineage/traceability processes.
  • Coordinate with system, application, cloud, and security teams to validate data interfacing, ETL/ELT pipelines, ingestion, normalization, and retention strategies.
  • Produce architecture artifacts, decision packages, data roadmaps, and executive briefs to support portfolio modernization and funding decisions.
  • Lead data architecture governance boards, mentor data engineering teams, and drive continuous improvement of data practices and tooling.

Qualifications

Qualifications

  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • Clearance: Active TS/SCI clearance.

  • Candidate must meet ONE of the following:

    • Master’s degree or Ph.D. in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, Software Engineering, or a related field; OR
    • Relevant DoD/military training (example: Enterprise Architect (Advanced) Playlist); OR
    • Relevant professional certification or equivalent experience (examples: CISSO, CISSP‑ISSAP, CISSP‑ISSEP, GCIA, GCLD, GCSA, GICSP).
  • Required experience and skills:

    • Data architecture, enterprise architecture, or systems engineering experience with at least 7 years leading data architecture for large or regulated organizations.
    • Demonstrated expertise in data modeling, metadata management, MDM, data catalogs, ETL/ELT design, data lineage, and data quality frameworks.
    • Hands‑on knowledge of integration patterns, APIs, messaging/streaming platforms, cloud data services (AWS/Azure/GCP), and analytics platforms.
    • Strong understanding of RMF/ATO impacts on data flows, STIG/CVM implications, DoDAF artifact production, and audit/evidence requirements.
    • Proven ability to produce decision‑grade data roadmaps, CONOPS, ROMs/COAs, and executive briefings; strong stakeholder facilitation skills.
  • Desired:

    • Expert certifications (preferred): CASP+, AWS Professional, or similar cloud/data professional credentials.
    • Prior DoD/ARNG data architecture or enterprise program experience, and familiarity with Army force‑management and PPBE data domains.
    • Experience implementing secure cross‑domain/data‑sharing solutions and enterprise data governance at scale.

Details

Target Salary Range: $146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
