About The Role

As the Chief Technology Officer (CTO), you will be instrumental in shaping the strategy and solution development for the Health State and Local Sector (HSL). You will craft and implement IT strategies tailored to the market, translating organizational needs into effective, best-in-class solutions that drive both mission success for our customers and growth for HSL. With a blend of strong technical expertise, operational excellence, and an entrepreneurial mindset, you’ll embrace an outcome-focused approach to problem-solving. Collaborating closely with both internal teams and external stakeholders, you’ll develop and deploy strategic solutions to address complex challenges. You are a technology evangelist and industry thought leader.

 

Key Responsibilities:

  • Develop and execute a comprehensive technology strategy and roadmap for the sector, ensuring seamless alignment with leadership, business goals, and organizational objectives.
  • Build and refine a high-performing technology organization, incorporating the necessary functions to drive contract growth while cultivating a culture of innovation, collaboration, and excellence.
  • Partner with leadership, business units, and stakeholders to gain a deep understanding of their technology needs and lead technology-enabled business initiatives.
  • Clearly articulate and communicate the technology strategy and key performance indicators (KPIs) to all relevant stakeholders.
  • Establish and nurture strong relationships with key stakeholders, including customers, partners, and technology vendors, to foster collaboration and mutual success.
  • Analyze customer challenges and design innovative, tailored solutions that address their most pressing issues and support their mission objectives.
  • Continuously evaluate emerging solutions and services to ensure the adoption of the most relevant innovations.
  • Oversee the technology budget, ensuring prudent management of technology-related expenses and alignment with the sector’s growth strategy.
  • Lead the development and deployment of cutting-edge technology solutions across the sector’s diverse portfolio, ensuring they meet the needs of both customers and business objectives.
  • Collaborate with fellow executive team members to identify new business opportunities and strategic partnerships, offering guidance and support throughout the business growth lifecycle.
  • Stay ahead of technology trends, industry shifts, and best practices to ensure the sector remains at the forefront of innovation.
  • Provide strategic insights and recommendations on a broad spectrum of technical matters, helping to guide decision-making and long-term planning.
  • Advise on emerging technological research areas and advancements that align with both short- and long-term goals.
  • Manage the technology budget effectively, ensuring resources are allocated efficiently and in line with sector objectives, while maintaining cost-effective solutions.
  • Lead innovation forums to foster cross-sector collaboration and drive internal partnerships, accelerating the pace of technological advancement.
  • Represent the organization as a thought leader at industry events, conferences, and forums, contributing valuable insights to the broader technological community.
  • Spearhead the integration of AI technologies to advance operational efficiency and enhance customer value.
  • Drive technological growth and advancements in a dynamic, fast-paced environment, creating strategic differentiation and delivering measurable value for customers.
Qualifications
  • 15+ years of experience in technology leadership, including 5+ years in a senior executive role, ideally within Health and/or State and Local markets.
  • Proven leadership and team-building abilities, with a history of mentoring and developing high-performing technical talent.
  • Demonstrated success in building, scaling, and leading technology teams, driving large-scale transformations, and implementing innovative solutions to meet business objectives.
  • Strong track record of successfully navigating matrixed organizations, building consensus, and influencing key stakeholders across diverse teams.
  • Deep expertise in Enterprise IT, including software development, cloud infrastructure, IT operations, cybersecurity, data analytics, and Artificial Intelligence (AI).
  • Experience leading cross-functional teams and collaborating with external stakeholders such as strategic alliance partners, vendors, and customers.
  • Strategic thinker with robust business acumen, skilled at aligning technology initiatives with broader organizational goals to drive growth and success.
  • Strong problem-solving and analytical abilities, with a data-driven, solution-oriented mindset.
  • Willingness to travel as needed, with flexibility for up to 25% travel.
  • Ability to excel in a fast-paced, dynamic environment, delivering results under pressure while meeting deadlines and adapting to evolving challenges.
  • Bachelor’s or Master's degree in Computer Science, Information Technology (IT), Cyber Engineering, or related field; advanced degree preferred.
  • US citizenship with the ability to obtain secret level clearance as needed

Target Salary Range: $190,000 - $304,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
