Program Overview
About The Role

We are seeking a highly skilled and innovative ITAR Specialist to join our team in the greater DMV area, supporting the Army National Guard.

 

Responsibilities

  • Develop, implement, and maintain ITAR/export control policies, procedures, and internal controls to ensure compliance with ITAR, AECA, EAR, and related U.S. export laws.
  • Classify defense articles, technical data, and defense services; manage registrations, license applications, exemptions, and jurisdiction/classification determinations.
  • Serve as subject‑matter expert advising legal, security, engineering, supply chain, program management, and senior leadership on export control obligations and risk mitigation.
  • Conduct compliance assessments, internal audits, and investigations; develop corrective action plans and track closure to strengthen the compliance program.
  • Support government inquiries, voluntary disclosures, licensing interactions, and audit responses; maintain required records and evidence for regulatory review.
  • Deliver export control training and awareness programs; develop controlled technology management plans and training materials.
  • Coordinate cross‑functional workflows for controlled item handling, access controls, and secure transfer procedures across domestic and international operations.
  • Monitor regulatory changes and evaluate business impact for programs, partnerships, acquisitions, and international transactions.
  • Produce compliance reports, executive briefings, and recommendations to inform decision‑making and program risk posture.

Qualifications

Qualifications

  • 2 years with BS/BA; 0 years with MS/MA; 6 years with no degree
  • Clearance: Active TS/SCI clearance.

  • Candidate must meet ONE of the following:

    • Bachelor’s degree in Policy, International Relations, Cyber, Computer Science, Information Systems, Information Technology, or a related field; OR
    • Relevant professional certification or equivalent experience (examples: CISM, CRISC); OR
    • Relevant DoD/military or national‑level training (example: NDU Cyber Strategy Course).
  • Required experience and skills:

    • Export compliance, ITAR/EAR program, or regulated compliance experience; demonstrated knowledge of ITAR/AECA/EAR licensing, classification, and controlled technical data handling.
    • Hands‑on experience preparing license applications, commodity jurisdiction/classification requests, and voluntary disclosures; familiarity with DDTC and BIS processes.
    • Strong audit/compliance assessment skills, ability to develop corrective action plans, and maintain audit‑quality records.
    • Excellent stakeholder engagement and advisory skills to coordinate cross‑functional controls (security, legal, engineering, supply chain).
    • Proven ability to develop and deliver training, interpret regulatory changes, and translate legal requirements into operational controls and procedures.
  • Desired:

    • Prior DoD/defense contractor export compliance experience supporting classified or controlled technologies.
    • Experience with export control IT systems, controlled document handling, and integration of export controls into program lifecycle processes.
    • Familiarity with international transfer controls, re‑export considerations, and partnering/licensing in multinational contexts.

Details

Target Salary Range: $66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
