About The Role
Peraton is seeking a Targeting Cell and Irregular Warfare (IW) Technical Site Lead to support a U.S. Combatant Command Interagency Coordination and Targeting Division (ICTD).
Location: On-site, MacDill AFB, Tampa FL
Role & Responsibilities:
- This pivotal role coordinates, synchronizes, and integrates a wide range of DoD capabilities with interagency mission partners to support time‑sensitive, dynamic, and deliberate operations that deliver comprehensive, layered, whole‑of‑government effects.
- The ICTD Technical Site Lead will guide a team responsible for providing analysis and target development for complex theater, regional, and global issues in support of irregular warfare planning teams.
- As Peraton’s ICTD Technical Site Lead, the selected candidate will provide subject matter expertise to illuminate and exploit enemy vulnerabilities.
- The role includes leading a team of IW and intelligence analysts whose work enhances and expands DoD capabilities, accelerates IA/DoD operational tempo, closes enemy‑exploited gaps, and informs policy and regulatory recommendations.
- The ICTD Cell will identify and characterize enemy network nodes, key personalities, and TTPs
- Conduct forensics on raw and structured data across multiple sources (open source, SIGINT, technical papers, financial records, law enforcement data, international partner inputs, and IC bulk data).
- Produce comprehensive operational support packages, target packages, baseball cards, pattern‑of‑life studies, and network presentations supporting combined DoD and IA actions on priority targets.
- The Technical Site Lead supports the targeting process by overseeing and conducting human‑network analysis and target development.
- The role includes participation in targeting boards, cells, and working groups; production of finished intelligence; development of strategies to mitigate collection and analytical gaps; and provision of unconventional targeting expertise.
Responsibilities
- Lead a team providing technical support and producing targeting and lead‑development intelligence products in support of CCMD Irregular Warfare (IW), Counterintelligence, and HUMINT operations.
- Research, evaluate, analyze, and fuse multi‑source reporting—including OSINT and SIGINT—into finished intelligence products for IW and HUMINT operational planners.
- Identify and support implementation of unique sensitive activity capabilities within Special Technical Operations (STO), Special Access Programs (SAP), and Alternate Compensatory Control Measures (ACCM) environments.
- Lead fires planning to integrate IW capabilities enabling lethal effects, and support planning, coordination, and synchronization of non‑lethal effects and Offensive Cyberspace Operations (OCO).
- Provide targeting guidance, resource requirements, and targeting products to support command objectives.
- Assist in synchronizing OCO and Defensive Cyberspace Operations (DCO) within the Joint Fires and Targeting processes.
- Provide HUMINT collection tasking requirements and advisement related to surrogate network operational activities.
- Conduct fires planning to integrate cyber‑delivered STO and Information Operations capabilities into OCO/DCO activities; incorporate emerging cyberspace capabilities into OPLAN development.
- Provide ongoing written and oral inputs to refine command objectives, priorities, strategies, plans, and planning documents.
- Translate technical content, tactics, and TTPs from COAs, OPLANs, and CONPLANs into high‑level briefs, point papers, and talking papers.
- Conduct Basic, Intermediate, and Advanced Target Development.
- Collaborate with interagency (IA) and intelligence community (IC) partners to facilitate and synchronize targeting efforts.
Qualifications
Basic Qualifications:
- Bachelor’s degree and with 12 years, or 10 years with Master’s degree, of relevant experience in operational environments directly involved in counter terrorism, financial crimes, HUMINT operations, counter proliferation, and interagency collaboration and coordination.
- In lieu of a bachelors degree, 18 years of relevant experience will be considered.
- Minimum of 5 years of direct support to special operations customers in the CCMD AOR.
- Experience performing complex investigations in commercial and trade fraud, financial crimes, counter proliferation investigations.
- Experience in security, law enforcement and intelligence operations working across the spectrum of Federal and DoD Agencies.
- Experience in leadership roles in interagency Law Enforcement cooperation with DoD.
- Combatant Command experience supporting HUMINT and Financial Investigative services that support multi-agency efforts in investigations with USG and foreign actions against criminal, terrorist and foreign intelligence networks.
- You must have experience in the following:
- Leading and building extensive Interagency and law enforcement partnerships through strategic outreach, engagement and collaboration.
- Conducting open source and classified intelligence research and analysis of priority national security targets and networks to support investigations and Treasury sanctions packages.
- Conducting all source intelligence research, analysis and dissemination in support of DoD priorities, USG/DoD investigations, Commerce, Treasury and State actions against adversary procurement network targets.
- Representing DoD interests in multi-lateral, interagency international engagements.
- Conducting analysis of irregular warfare problem sets to highlight insurgent or threat network organization, key nodes, and vulnerabilities in the CCMD AOR.
- Network development to identify people, relationships, and organizations related to hard target country emerging and disruptive technology, artificial intelligence, dual-use technology procurement, foreign intelligence actors, malign cyber actors, and biological warfare.
- Expertise in external agency coordination to facilitate the production of intelligence materials releasable to foreign governments.
- Formal training or more than three years of practical experience utilizing the F3EAD, Social Network Analysis, and CARVER methodologies.
- Expertise and understanding of network analysis tools such as Voltron, DataXplorer, Rockstar, Identifier Scoreboard, ICON, Mosaic, Attack the Network Tool Suite (ANTS), Analyst Notebook (Irregular Warfare Analyst methodology) and Palantir, iSpy, Google Earth, Chimera, and Skope Tools.
- Expert level understanding of Intel-related databases and tools.
- Must be a U.S. Citizen.
- Must have a current U.S. Passport.
- Current, active DoD Top Secret clearance with SCI eligibility.
Details
Target Salary Range: $112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
