We are seeking highly cleared professionals who excel at the intersection of advanced communications infrastructure, distributed systems, and mission assurance—where reliability, security, and performance are paramount. 

Specifically, we are looking for a TS/SCI cleared Program Analyst - Senior to support this mission at Ford Island, Hawaii. 

Responsibilities:  

As a Program Analyst - Senior, you will provide technical and management leadership for all equipment and information support functions across the Task Order. Your responsibilities include: 

  • Plans and leads the analysis of Project Plan data for implementations and site-specific capability/capacity projects, providing critical insights to Government leadership POCs. 
  • Develops and implements advanced reporting methodologies and frameworks for PMO support, ensuring comprehensive and accurate status reports and presentations. 
  • Evaluates the effectiveness of existing PMO processes and documentation, recommending major changes and improvements to enhance efficiency and impact on project success. 
  • Functions as a technical expert in identifying and evaluating optimal technical, architectural, and systematic paths for current and future integration activities, planned expansions, and site activations. 
  • Leads the development and refinement of PMO support guidelines, checklists, and support agreements (including SLAs and MOAs), ensuring standardization and best practices. 
  • Drives collaboration with technical staff and customer representatives to define and document complex project specifications, design, features, and operational requirements, guiding the documentation strategy. 
  • Evaluates and refines audience assessment strategies for PMO communications, recommending major changes to reporting approaches and content presentation. 
  • Ensures compliance with Federal Acquisition Regulation (FAR) guidelines across all phases of acquisition and contract management 
  • Establishes and enforces adherence to established PMO processes, data collection standards, and documentation guidelines across the entire PMO support function. 
  • Manages the documentation lifecycle for critical PMO deliverables, including advanced version control, archiving, and content management strategies. 
  • Provides expert guidance and mentorship to junior PMO analysts, fostering skill development and ensuring consistency in PMO support quality. 
  • Contributes to program governance by identifying areas for process improvement and strategic alignment across various projects and implementations. 
  • Role Specific Tools: program performance dashboards with KPI tracking; variance analysis tools (earned value management systems, trend analysis software); multi MIPR financial tracking systems with allocation rules; spend plan development templates; cost performance reporting suites; workflow automation for RIPs/CTPs/TARs; stakeholder communication dashboards; lessons learned repositories for program analysis; requirements traceability matrices; risk management registers; predictive analytics engines for forecasting; configuration management databases for PRD version control. 
Qualifications

Required qualifications: 

  • Previous experience as a Program Analyst or similar role supporting a DoD customer at the CCMD level; 
  • Minimum of 5 years’ experience with a BS/BA degree or 3 years’ experience with a MS/MA or 0 years’ experience with a PhD. or 9 years' w/o a degree or 7 years with AS/AA Degree
  • PMP Certification 
  • A current, active DoD security clearance at the TS/SCI level 
  • US citizenship is required  

Desired Qualifications: 

  • DoD-approved IA baseline certification for ADP-III/IT-III based on the IAT level and CE/Operating System (OS) certificate within six months of the assignment. 

Work Environment:  

  • Location: Ford Island, Hawaii 
  • On-site expectations: Full-time on-site presence required for equipment management and asset tracking 
  • Travel: May require occasional travel to CONUS and OCONUS sites for logistics coordination and facility assessments

Details

Target Salary Range: $80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
