Program Overview
Peraton provides the customer with enterprise infrastructure support to plan, engineer, implement, enhance, maintain and operate the global consular affairs IT environment.
About The Role

Peraton is seeking a Program Management Office (PMO) Portfolio Manager to join our team of qualified and diverse individuals on our Department of State (DOS) Bureau of Diplomatic Technology (DT) Consular Affairs Enterprise Infrastructure Operations (CAEIO) program. CAEIO provides IT Operations and Maintenance to modernize the legacy networks, applications, and databases supporting consular applications and services globally. 

 

The Portfolio Manager is an experienced and accomplished technical project manager who is a member of a team supporting the operations and maintenance of a large-scale, worldwide Enterprise IT environment covering application hosting and support, enterprise services, and infrastructure services. The Portfolio Manager manages a large portfolio of projects and a team of project managers that manage the work, artifacts, and technical decisions for projects in conjunction with Government customers. The Portfolio Manager supports project managers and operational engineers to implement superior levels of project management, tracking, and control. The Portfolio Manager reports to the PMO Director.

 

Responsibilities

 

  • Collaborate with the PMO Director and senior leaders to develop and implement the strategy and objectives for the Project Management team; determine optimal processes and organizational structure for the team, including workflow and functional assignments that promote maximum efficiency.
  • Lead, coach, and develop a team of Project Managers, providing guidance, mentorship, and performance management.
  • Foster a collaborative, high-performing project management culture focused on quality, accountability, and continuous improvement.
  • Oversee the planning, execution, and delivery of projects within the organization’s portfolio, ensuring adherence to scope, schedule, and quality standards.
  • Ensure effective risk, issue, and change management practices are applied consistently across all projects.
  • Track and report on project milestones, risks, issues, schedules, dependencies, and impediments to customer stakeholders and provide recommendations.
  • Facilitate prioritization and resource allocation across competing initiatives.
  • Define, implement, and maintain project management methodologies, best practices, tools, and templates.
  • Identify opportunities to streamline processes, improve tools, and adopt best-in-class project management practices.
  • Encourage a learning-oriented culture by promoting brown-bag discussions, knowledge-sharing sessions, and peer-led training opportunities.
  • Implement and maintain consistent Agile (SAFe, Kanban, Scrumban), product management, and hybrid project management practices to ensure optimal workstreams across the organization and transparent task tracking.
  • Drive continuous improvement and innovation within the PMO to optimize efficiency and service delivery, ensuring responsiveness to evolving requirements.
  • Liaise with program stakeholders, including senior government executives, internal managers, external stakeholders, development teams, security officers, PMO, and HR.

Core Work Schedule: 8:00 AM ET - 4:30 PM ET (flexible), Monday - Friday.


Location:
Must be local to the Washington, DC area. This position is currently hybrid with remote work and up to 2 days per week in the Peraton office in Sterling, VA, and/or customer site in Washington, DC. The number of days in office is subject to change based on program or government requirements.

Qualifications

Required Qualifications

 

  • U.S. citizenship and an active SECRET Government Security Clearance.
  • At least 5 years of experience working as a technical Project Manager.
  • Experience working in project management for software development, database management, infrastructure, or network environment projects.
  • Strong understanding of Agile methodologies and tools (SAFe, Product Management, Kanban, Scrum, hybrid frameworks, and Jira) and experience managing Agile delivery teams.
  • Demonstrated ability to develop and execute governance structures, reports/dashboards, performance management tools, and knowledge sharing tools (e.g., SharePoint, Confluence).
  • Excellent communications, leadership, and stakeholder management skills with the ability to influence technical and executive leaders.
  • Experience providing operational task support in a highly demanding environment.
  • Ability to apply industry standards and best practices for operational excellence.

 

Desired Qualifications

  • Experience leading 8-10 high visibility projects within a federal contracting or IT modernization environment.
  • PMP and/or Agile certifications (PMI-ACP, SAFe, or CSM).
  • ITIL v4 Foundation.

Education and Experience Requirements: 12 years of experience, may have supervisory or lead experience.

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
