About The Role

Peraton is seeking to hire an experienced Program Manager for its' Regional Cyber Center-Europe program. 

Location: On-site, Wiesbaden, Germany 

Potentially 2nd/3rd Shift work 

Responsibilities:

  • Lead and manage a multi-disciplinary contractor team providing IT and cybersecurity services across the RCC-E enterprise, ensuring all personnel meet performance standards, deliverable timelines, and PWS requirements
  • Serve as the primary point of contact for the Contracting Officer’s Representative (COR) and Contracting Officer (KO), facilitating regular status meetings, addressing contract issues, and ensuring government satisfaction with contractor performance
  • Oversee contract phase-in and transition activities, developing and executing a transition plan that ensures continuity of operations and zero degradation of services during personnel or scope changes
  • Manage the preparation and submission of all required contract deliverables, including monthly status reports, staffing plans, quality control reports, and ad hoc reporting as directed by the government
  • Coordinate OCONUS logistics for contractor personnel in Germany, including SOFA compliance, host-nation coordination, travel authorizations, and support for personnel security and badging requirements
  • Develop and manage contract budgets and cost estimates, monitor expenditures against planned costs, and provide financial reporting to support program execution and option-year planning

 

 

 

Qualifications

Minimum Requirements:

  • 10 years of experience as a supervisor or project manager with demonstrated government customer experience.
  • Minimum of 5 years of OCONUS experience.
  • Must be able to also meet specific TESA Qualifications. 
  • DoD 8140 Certifications — must hold ALL of the following active certifications:
    • ITIL Foundation (v3 or higher)
    • PMP (Project Management Professional)
  • Demonstrated fluency in MS Office Suite and MS Project.
  • Demonstrated proposal writing, cost estimation, and technical writing abilities
  • U.S. citizenship required
  • Active DoD TS/SCI clearance. 

Preferred:

  • Prior experience managing DoD IT/cybersecurity service contracts in an OCONUS environment.
  • Familiarity with NETCOM, ARCYBER, or U.S. Army Europe (USAREUR-AF) organizational structures.
  • Experience with DCAA-compliant cost accounting and Earned Value Management (EVM).
  • Knowledge of DoD Risk Management Framework (RMF) and Army cybersecurity policies.
  • Experience supporting contract transitions and phase-in planning for large, multi-functional teams.
  • Proficiency with SharePoint, MS Teams, and collaboration tools used in distributed government environments.
  • Familiarity with SOFA agreements and OCONUS contractor personnel management requirements.
  • Experience with quality control/quality assurance (QC/QA) plan development and execution.

 

Details

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
