Program Director / Senior Program Manager (IT Services)

 

Position Overview

The Program Director is responsible for the overall technical, operational, financial, and contractual performance of one or more large, complex programs or a major program within the organization. This role provides strategic leadership, ensures successful execution of program objectives, and serves as the primary interface with senior customer stakeholders.

The Program Director leads through subordinate program and project managers, overseeing multi-disciplinary teams across multiple locations, and is accountable for delivering results in alignment with contract requirements, company policies, and customer expectations.

 

Key Responsibilities

 

Program Leadership & Execution

  • Provide overall direction, management, and execution of large-scale, complex programs and/or multiple interrelated projects.
  • Ensure successful performance across technical, schedule, cost, and quality objectives.
  • Organize, direct, and manage contract operational support functions involving multi-location teams and complex tasking.
  • Oversee all phases of program execution, including planning, staffing, execution, monitoring, and closeout.
  • Telcom, Networking Experience

Financial & Contract Management

  • Manage full program lifecycle budgets, including forecasting, tracking, and financial performance reporting.
  • Monitor contract, subcontract, and funding status; develop and maintain financial forecasts.
  • Ensure compliance with contractual obligations, company policies, and applicable regulations.
  • Support contract reviews through detailed analysis using program management and financial tools.

Customer & Stakeholder Engagement

  • Serve as the primary point of contact (POC) for senior-level customer leadership.
  • Maintain strong relationships with customers, partners, vendors, and industry stakeholders.
  • Act as a technical and business liaison to ensure alignment on program goals, deliverables, and expectations.
  • Communicate complex technical concepts clearly to both technical and non-technical audiences.

Strategic Leadership & Business Growth

  • Lead or support business development efforts, including capture strategy and proposal development.
  • Identify and pursue follow-on business opportunities within assigned programs.
  • Contribute to organizational strategy and influence long-term planning and growth initiatives.
  • Develop and maintain strategic relationships across government and industry.

Team Leadership & Development

  • Manage and develop subordinate program/project managers and technical teams.
  • Assign staff and provide technical directions to ensure successful task execution.
  • Establish a high-performance culture with accountability for results.
  • Oversee workforce planning, mentoring, and professional development.

Technical Oversight & Innovation

  • Provide leadership in solving complex technical and programmatic challenges.
  • Drive innovation in systems, tools, methodologies, and service delivery.
  • Oversee systems analysis, application development strategies, and lifecycle management.
  • Develop and implement Quality Assurance programs across all deliverables.

Reporting & Governance

  • Develop and deliver program, financial, and operational reports to internal leadership and customers.
  • Establish metrics and reporting mechanisms to track program performance.
  • Ensure transparency and accountability across all levels of program execution.
    • Exceptional ability to present complex ideas clearly and persuasively to executive audiences.
    • Strong collaboration and stakeholder management skills.
      • Deep understanding of the IT services industry and emerging technologies.
      • Ability to assess and communicate the impact of new technologies on business operations.
      • Broad knowledge of systems development, applications, infrastructure, and service delivery. Ability to translate technical concepts into business value.
Qualifications

Required Qualifications

  • Bachelor’s degree from an accredited university (Information Technology or related field preferred).
  • Minimum 18 years of progressive IT and program management experience.
  • Active Top Secret Security Clearance 
  • Demonstrated experience managing large, complex IT services programs (>$10M), including global delivery environments.
  • Proven success supervising large, multi-disciplinary teams across multiple locations.
  • Experience managing programs using Agile, ITIL, and/or CMMI-based methodologies.
  • Strong expertise in cost control, financial management, and resource planning.
  • Demonstrated experience in system modernization, innovation, and efficiency improvements.
  • Current Project Management Professional (PMP) certification.
  • ITIL v3 (or later) certification.
  • Telcom/Networking Experience
  • Must be a US Citizen

Preferred Qualifications

  • Master’s degree (MBA or Information Technology preferred).
  • Experience serving as Program Manager on IDIQ contracts and Task Orders.
  • Prior experience as a single point of contact (POC) for government customers.
  • Experience supporting or leading proposal development and capture efforts.
SCA / Union / Intern Rate or Range

Details

Target Salary Range: $176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
