Program Overview
About The Role

NASA’s Sounding Rocket Operations Contract (NSROC) is a sub-orbital space flight program located at NASA’s Wallops Flight Facility (WFF), a part of NASA’s Goddard Space Flight Center (GSFC). NSROC provides suborbital launch vehicles, payload development and field operations support to NASA’s Science Mission Directorate. The program enables the collection of Earth, Heliophysics and Astrophysics science.

 

The Sr. Manager Engineering is a member of the NSROC (NASA’s Sounding Rocket Operations Contract NSROC) IV Senior Management Team and reports directly to the Program Manager. They lead the programs engineering organization, which is comprised of six technical groups, including GNC (Guidance, Navigation & Control), Electrical Engineering, Mechanical Engineering, Flight Performance, Launch Vehicle Engineering, and the WSMR (White Sands Missile Range) remote engineering staff.

 

Responsibilities of the position:

  • Manage the performance of six direct reports, including Engineering Supervisors and Managers.
  • Establish program-level policies, procedures, quality metrics, and cross-functional standards for the engineering organization.
  • Lead the Engineering organization to consistently achieve NASA mission success metrics in a high-tempo environment.
  • Manage the engineering financial budget, ensuring best-value for the government and consistent cash-flow.
  • Act as the process owner for Risk Management and serve on the RMB (Risk Management Board).
  • Support responses to government task orders and solicitations with cost estimates and technical proposals.
  • Prepare and present technical reports and briefing to program and customer management.
  • Ensure program maintains ISO-9001 certification status through continual improvement and supporting internal and external audits.
  • Serve on the Material Review Board, dispositioning Non-Conformances.
  • Chair the programs Engineering Configuration Control Board (CCB) and manage the change review process.
  • Apply root cause analysis to support post-flight studies and anomaly investigations.
  • Coordinate mission post-flight data reviews and subsequent investigations.
  • Manage major labor and material suppliers and vendors as technical SME for related subcontracts.
  • Lead Software Assurance activities on the program, including the classification of all software utilized on the program.
  • Coordinate authorization of new technology developments with government counterparts.
  • Manage the programs lunch-n-learn process.
  • Schedule and plan remote range launch officer support and establish related training programs.
  • Coordinate EAR and ITAR exports related to technical projects with corporate export control.
  • May require 2 weeks of travel per year

 

Training or certification in the following will be required:

  • Electrostatic Discharge (ESD) Control
  • Cybersecurity

 

Qualifications

Required Qualifications:

  • Bachelor’s degree in Engineering or Aerospace, Mechanical or Electrical Engineering 
  • A minimum of 12 years’ experience in an engineering or science related field
  • Four years Supervisor experience
  • Experience with Electrical and Mechanical CAD programs.

 

Desired Qualifications:

  • Master’s degree in Engineering Management
  • Experience on a NASA contract. 
  • 6+ years of supervisory experience preferred.
  • Experience in attitude control systems, power systems, flight dynamics, and structural analysis, directly related to sounding rockets, missiles, targets, or spacecraft.
  • Software development, analysis, and simulation experience including Matlab.

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
