Program Overview
Peraton is heavily involved in IT and telecommunications services for this program. The company manages a comprehensive outsourcing contract that includes handling the county's information technology infrastructure and telecommunications needs.
About The Role

Peraton is seeking a Senior Technical Program Manager to support enterprise IT initiatives for the County of San Diego (CoSD). This highly visible, customer-facing role is responsible for leading a team of developers and technical subject matter experts, including 3rd party firms or individual contractors across complex IT projects.

 

The ideal candidate is a strategic and data driven leader who excels in fast-paced environments, brings strong technical acumen, and demonstrates a proven ability to deliver high-impact solutions on time and within budget while maintaining exceptional client relationships.

 

Key Responsibilities: 

 

  • Lead the full lifecycle delivery of complex projects and programs, ensuring alignment to customer objectives and organizational priorities
  • Balance development capacity with project load to optimize resource management
  • Support simultaneous delivery of multiple projects across various technical development platforms
  • Oversee the Software Development Lifecycle (SDLC), including requirements refinement, design, development, testing, and release management.
  • Manage software development project teams, ensuring adherence to scope, schedule, budget, and quality standards
  • Lead cross-functional teams and coordinate multiple third‑party vendors, subcontractors, and matrixed resources to align deliverables and ensure integrated execution
  • Apply rigorous financial management and other performance metrics to track progress and mitigate risks
  • Manage the development of proposals, staffing plans, and project estimates
  • Apply advanced technical expertise to evaluate complex IT and software systems and drive informed, business‑aligned decision‑making
  • Build strong customer relationships and ensure expectations are effectively managed
  • Identify risks, issues, and dependencies, and implement proactive mitigation strategies
  • Prepare and present executive-level briefings, status reports, and recommendations
  • Provide leadership, mentorship, and performance feedback to project team members
Qualifications

Basic Qualifications:

 

  • Minimum 12 years  experience, may have supervisory or management experience
  • Must have relevant experience leading and managing complex IT and software development projects in a government or enterprise environment
  • Demonstrated success delivering projects on time and within budget
  • Strong expertise in project planning and resource management
  • Experience in financial management to include forecasting, budget estimation, and performance metrics to track progress and mitigate risks
  • Strong leadership skills with experience managing cross-functional and matrixed teams
  • Demonstrated critical thinking and problem-solving abilities to proactively address program and/or project risks, issues, and opportunities
  • Strong verbal and written communication skills, including executive-level presentations for internal and external decision makers
  • Ability to operate effectively in a fast-paced, time-sensitive environment
  • Ability to work on site/hybrid within San Diego County
  • U.S. Citizenship required

Preferred Qualifications:

 

  • Bachelor’s degree or Masters degree in Computer Science, Information Technology, or related field
  • Experience managing multi-vendor environments and large-scale enterprise solutions
  • Background in digital transformation, infrastructure modernization, or application delivery
  • Agile/Scrum certification or experience in Agile delivery environments
  • Experience supporting State & Local Government, preferably the County of San Diego

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
