Join a team dedicated to protecting the safety and integrity of U.S. air travel. Peraton is seeking a highly skilled Subcontracts Program Manager to oversee subcontract performance, compliance, and cost management across multiple Federal Aviation Administration (FAA) programs. In this leadership role, you will manage a portfolio of subcontractors providing mission-critical products and services that support the FAA’s National Airspace System (NAS) modernization initiatives. The Subcontracts Program Manager will serve as the primary interface between subcontracting teams, program management, and FAA leadership—ensuring all subcontract efforts meet technical, schedule, and financial objectives while maintaining compliance with FAA Acquisition Management System (AMS) and federal contracting standards.

 

 

In this position, you will:

 

  • Lead all aspects of subcontract program management, including performance tracking, financial oversight, and compliance assurance.

  • Serve as the primary liaison between subcontract management, procurement, finance, and program leadership teams.

  • Oversee subcontractor performance across cost, schedule, quality, and risk metrics.

  • Support the development, negotiation, and execution of subcontract agreements in alignment with FAA and corporate requirements.

  • Implement risk management frameworks to identify, assess, and mitigate subcontractor performance risks.

  • Drive accountability for on-time delivery, cost efficiency, and contractual compliance.

  • Manage the integration of subcontract deliverables into overall FAA program objectives.

  • Support proposal development, cost analysis, and resource planning for new subcontract efforts.

  • Prepare and deliver executive-level reports and performance reviews to FAA and internal leadership.

  • Ensure all subcontract activities comply with FAA AMS, FAR, DFARS, and company policies.

  • Promote continuous improvement through process optimization, supplier development, and performance innovation.

  • Ability to oversee audit-ready documentation, performance reports, and compliance records.

  • Proven ability to drive supplier accountability and corrective action on performance deviations.

Qualifications

Basic Qualifications:

  • U.S. Citizenship Required.
  • Must have the ability to obtain / maintain a Public Trust clearance. 
  • Bachelors degree and 5 years of experience or Master's degree and 3 years’ experience or a High School Diploma and 9 years of experience.
  • Experience in subcontract program management, program control, or government contracting.

  • Experience managing subcontract teams or portfolios within large-scale federal programs.

  • Proven knowledge of FAR, and DFARS acquisition policies and compliance frameworks.

  • Strong background in supplier management, subcontract negotiation, and cost analysis.

  • Demonstrated success leading cross-functional teams across contracts, finance, and program execution.

  • Experience managing complex, multi-subcontractor portfolios supporting aviation, defense, or infrastructure programs.
  • Strong financial management skills, including budget forecasting and cost performance tracking.

  • Familiarity with fixed-price, cost-plus, and time & materials subcontract structures.

  • Demonstrated expertise in risk identification, mitigation, and issue resolution.

Preferred Qualifications:

  • Exposure to FAA programs or NAS systems.
  • Familiarity with the FAA Acquisition Management System (AMS).
  • Experience supporting FAA, DOT, or other federal procurement offices.
  • Professional certifications such as PMP, CPCM (Certified Professional Contracts Manager), or CPSM (Certified Professional in Supply Management).

  • Experience supporting FAA NextGen modernization or other major aviation infrastructure programs.

  • Knowledge of ERP and procurement systems (Deltek Costpoint, SAP, Oracle, or equivalent).

  • Background in supplier performance optimization, subcontract portfolio analysis, or strategic sourcing.

  • Experience managing subcontract transitions, consolidations, and compliance audits.

Details

Target Salary Range: $80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
