About The Role

Peraton is seeking a highly capable Technical Lead Manager to support the execution and delivery of application development, modernization, and operational support services for U.S. Customs and Border Protection (CBP).

 

The Technical Lead Manager will play a critical leadership role managing mission-critical, 24x7 systems that facilitate the secure and efficient processing of high-volume operational activities. This position serves as the primary support to the Program Manager and may act on their behalf when required.

 

Program support will be provided in the following locations:

Ashburn, VA

 

Key Responsibilities

  • Support the Program Manager in the overall execution and delivery of program initiatives, ensuring alignment with CBP mission objectives.
  • Assist in program planning, budgeting, scheduling, performance tracking, and risk management activities.
  • Oversee day-to-day operations and Operations & Maintenance (O&M) activities for program applications, ensuring high availability, reliability, and security.
  • Coordinate across technical teams, including software development, cybersecurity, cloud engineering, and infrastructure support.
  • Help drive system modernization initiatives, including legacy transformation and cloud migration efforts (AWS or similar platforms).
  • Promote and support Agile and DevSecOps practices across teams.
  • Ensure compliance with DHS and federal IT policies, including security, privacy, and Software Development Lifecycle (SDLC) requirements.
  • Assist in preparing and delivering program status reports, briefings, and executive updates to government stakeholders.
  • Support resource planning, staffing coordination, and subcontractor management.
  • Manage and track action items, deliverables, and program milestones to ensure timely and successful execution.
  • Serve as acting Program Manager in their absence, with authority to make program decisions as needed

Qualifications

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or related field; Master’s degree preferred
  • 16 years of experience, may have management experience
  • Minimum of 12 years of progressive experience including in enterprise software/application development, including:
    • At least 5 years in a technical leadership role and
    • 3+ years managing technical teams supporting high-volume, mission-critical federal systems
    • 3-5 years in a Chief Engineer or equivalent role
  • Demonstrated experience managing technical teams in cloud-based environments (AWS, Kubernetes, containerization) and implementing SecDevOps practices using CI/CD pipelines.
  • Proven track record in leading modernization efforts, legacy system migration, and integration of biometric, data analytics, and mobile/web applications within a federal or DHS environment.
  • Experience coordinating cross-functional teams to deliver secure, scalable, and resilient solutions that meet TPVS application performance, availability, and security requirements.
  • Strong understanding of CBP and DHS technical standards, including the CBP Technical Reference Model (TRM), and federal cybersecurity policies.
  • Ability to manage multiple concurrent projects, prioritize tasks, allocate resources, and ensure compliance with agile methodologies (e.g., Scaled Agile Framework/SAFe).
  • Excellent communication, stakeholder engagement, and conflict resolution skills; ability to collaborate with CBP, other DHS components, and external partners.
  • Experience supporting government-furnished equipment (GFE) environments and managing technical staff onboarding, training, and compliance with CBP background investigation requirements.

Clearance Requirements:

 

  • Ability to obtain and maintain CBP BI suitability.
  • U.S. Citizenship required.

Preferred Qualifications

  • Active Top Secret Clearance
  • Experience with border/security systems
  • Prior Deputy Program Manager or senior federal IT leadership experience
  • Hands-on experience with AI/ML systems or data analytics platforms in operational environments
  • Familiarity with ruggedized/mobile surveillance platforms and wireless communications
  • Certifications such as AWS Certified Solutions Architect, CISSP, PMP, Certified ScrumMaster, or INCOSE CSEP
  • Experience with Agile frameworks (e.g., SAFe) and rapid prototyping methodologies
  • Knowledge of ITAR, FAR/DFARS, and federal acquisition processes

Target Salary Range: $146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
