About The Role

 

We are seeking a highly experienced Cyber Systems Engineering Manager to lead and oversee enterprise Fraud Prevention and Advanced Analytics initiatives supporting a large-scale federal cybersecurity and fraud detection environment. The ideal candidate will possess extensive experience managing cross-functional analytics, cybersecurity, fraud prevention, and incident response programs in complex operational environments.

 

This role will provide strategic leadership, operational oversight, stakeholder coordination, and program execution support for fraud analytics initiatives focused on detecting, preventing, mitigating, and responding to anomalous, malicious, and fraudulent activities across enterprise systems and applications.

The Senior Program Manager will collaborate with government leadership, cybersecurity teams, data scientists, engineers, analysts, and external stakeholders to drive operational excellence and continuous innovation in fraud analytics capabilities.

 

Key Roles & Responsibilities:

 

Program Leadership & Oversight

  • Lead enterprise fraud analytics and cybersecurity support programs across multiple projects and operational teams.
  • Provide strategic direction, governance, and oversight for fraud prevention, predictive analytics, and forensic analysis initiatives.
  • Manage program execution in accordance with federal lifecycle methodologies, governance standards, and security compliance requirements.
  • Ensure successful delivery of all contract deliverables, milestones, and performance objectives.

Stakeholder Engagement & Coordination

  • Serve as the primary interface between government leadership, technical teams, and external stakeholders.
  • Coordinate with cybersecurity operations, application owners, cloud service providers (CSPs), and partner organizations.
  • Facilitate communication and collaboration across large, complex organizations to support fraud detection and incident response efforts.
  • Prepare and deliver executive briefings, white papers, status reports, dashboards, and presentations.

Fraud Analytics & Operational Support

  • Oversee predictive analytics, machine learning, and forensic analysis activities used to identify fraudulent and anomalous behavior.
  • Support the development and implementation of fraud indicators, risk models, and analytic strategies.
  • Ensure operational readiness for incident response coordination and fraud monitoring activities, including off-hours support requirements.
  • Guide teams responsible for data ingestion, ETL processes, log analysis, threat intelligence integration, and analytics platform support.

Project & Resource Management

  • Manage project schedules, staffing, budgets, risks, and performance metrics.
  • Lead multidisciplinary teams consisting of data scientists, cybersecurity analysts, engineers, developers, and operations personnel.
  • Establish and maintain program management processes, reporting standards, and quality assurance practices.
  • Monitor program risks and develop mitigation strategies to ensure mission success.

Continuous Improvement & Innovation

  • Identify opportunities to enhance fraud detection capabilities through emerging technologies, automation, machine learning, and AI-driven analytics.
  • Support modernization efforts involving cloud-based and big-data analytics ecosystems.
  • Promote process improvements, operational efficiencies, and enhanced analytical methodologies.
Qualifications

Basic Requirements:

 

  • 10 years of experience, may have supervisory or lead experience
  • 10+ years of experience in program or project management supporting cybersecurity, fraud analytics, risk management, or data analytics initiatives.
  • Minimum 5+ years leading large-scale federal or enterprise-level analytics or cybersecurity programs.
  • Demonstrated experience managing cross-functional technical teams in complex operational environments.
  • Experience supporting fraud prevention, cyber threat detection, incident response, or forensic analysis programs.
  • Strong understanding of predictive analytics, machine learning concepts, and fraud detection methodologies.
  • Experience managing programs involving big data platforms, data analytics ecosystems, and cloud-based environments.
  • Experience developing executive-level reports, presentations, and program briefings.
  • Knowledge of Agile, SDLC, IT governance, and federal program management practices.
  • Excellent written, verbal, leadership, and stakeholder management skills.
  • Experience with fraud analytics platforms, SIEM technologies, and large-scale monitoring environments.
  • Familiarity with machine learning and AI frameworks used for fraud detection and predictive analytics.
  • Experience managing 24x7 operational support or cyber watch operations environments.
  • Familiarity with NIST cybersecurity standards and federal compliance frameworks.
  • Must be a US Citizen
  • Ability to obtain and maintain a Public Trust or higher federal security clearance.

 

Preferred Qualifications:

 

  • Master’s degree in Cybersecurity, Data Science, Business Administration, Engineering, or related discipline.
  • PMP, PgMP, CISM, CISSP, or other relevant certifications.
  • Experience supporting IRS, Treasury, DHS, Intelligence Community, financial services, or other federal agencies.
  • Experience with technologies such as:
    • Python, R, Java
    • SQL and NoSQL databases
    • Hadoop, Spark, Elasticsearch
    • Splunk or other SIEM platforms
    • ETL tools and data pipeline architectures
  • Experience with Open Source Intelligence (OSINT) and threat intelligence integration.
  • Proven ability to lead high-visibility programs with tight deadlines and executive reporting requirements.

 

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
