About The Role

We are seeking an experienced IAM/ICAM Full Stack Developer to design, build, deploy, and support secure, cloud-native applications that power identity governance, access management, analytics, and mission-critical services for the Federal Student Aid (FSA) Identity and Access Management (IAM) program.

This role combines full stack software engineering, cloud architecture, systems integration, and DevSecOps practices to deliver scalable solutions serving millions of students, institutions, and federal stakeholders.

What You'll Do

 

  • Design, develop, and deploy modern web applications using React, Angular, or Vue.js and Node.js, Python, Java, or .NET technologies
  • Build and secure RESTful and GraphQL APIs integrating with enterprise IAM platforms and microservices
  • Develop cloud-native solutions on AWS, Azure, or GCP using containerized and serverless architectures
  • Implement CI/CD pipelines, Infrastructure as Code (Terraform, CloudFormation, Bicep), and DevSecOps best practices
  • Design and optimize relational and NoSQL databases for performance, scalability, and reliability
  • Build microservices and event-driven integrations using Docker, Kubernetes, Kafka, SQS/SNS, or Service Bus
  • Implement observability solutions including logging, monitoring, tracing, and performance analytics
  • Ensure compliance with federal security standards including FISMA, FedRAMP, NIST 800-53, and Zero Trust principles
  • Participate in architecture reviews, Agile ceremonies, technical leadership activities, and mentoring of junior engineers
Qualifications

 

Required Qualifications:

 

  • Bachelors degree and 5 years of experience or 9 years with a Highschool degree
  • 5+ years of professional software engineering or full stack development experience
  • Experience building and deploying cloud-native applications in AWS, Azure, or GCP environments
  • Strong proficiency in modern front-end frameworks (React, Angular, or Vue.js)
  • Strong back-end development experience with Node.js, Python, Java/Spring Boot, or .NET Core
  • Experience designing and consuming RESTful APIs and microservices
  • Experience with Docker, Kubernetes, and cloud-native deployment patterns
  • Knowledge of CI/CD, Infrastructure as Code, and DevSecOps practices
  • Experience with SQL and NoSQL databases
  • Understanding of OAuth 2.0, OpenID Connect, SAML, and modern application security principles
  • Experience working in Agile/Scrum or SAFe environments
  • Must be a US Citizen
  • Must be able to obtain and maintain the required agency clearance

Preferred Qualifications:

 

  • Experience supporting federal, DoD, or highly regulated environments
  • Experience with IAM platforms such as Okta, Ping Identity, ForgeRock, Microsoft Entra ID, or AWS IAM Identity Center
  • Familiarity with AWS GovCloud, Azure Government, or FedRAMP environments
  • Experience with Kubernetes, Terraform, OpenTelemetry, Datadog, Splunk, or CloudWatch
  • Knowledge of Section 508 accessibility standards and federal UX guidelines
  • Experience integrating AI/ML services or LLM-based capabilities into enterprise applications
  • Relevant cloud, security, Kubernetes, DevOps, or Agile certifications

Certifications (Preferred):

 

  • Cloud: AWS Certified Developer – Associate, AWS Certified Solutions Architect – Associate, Microsoft Azure Developer Associate (AZ-204), or Google Associate Cloud Engineer
  • Security: CompTIA Security+ (DoD 8570/8140 baseline), AWS Certified Security – Specialty, or Microsoft Security, Compliance, and Identity Fundamentals
  • DevOps/Platform: Certified Kubernetes Application Developer (CKAD), HashiCorp Terraform Associate, or GitLab Certified Associate
  • Agile:SAFe Agilist, SAFe Practitioner, or Certified Scrum Developer (CSD)

Target Salary Range: $80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
