About The Role

Position: Operations in the Information Environment (OIE) Planner (Information Operations (IO) Planner)

 

Location: remote assignment located at Camp Xiphos, Jordan – Secure US Military Compound.

 

Clearance Required: Top Secret/SCI
 
Role and Reponsibities Overview:

 

As our IO/MISO Planner, you will have the opportunity to:

  • Provide subject matter expertise (SME) in mission analysis, problem solving, and assessment of Information Operations (IO).
  • Creatively leverage information systems and activities, integrating with interagency and intelligence community (IC) partners.
  • Consider key cultural aspects that impact operational and tactical planning, security, and risk assessments.
  • Review, analyze, and operationalize tactical and operational-level IO directives in support of maneuver elements, with a strong understanding of the CCMD Area of Responsibility (AOR).
  • Apply technical skills to operational and tactical planning/execution, identifying and tracking measures of performance (MOP) and measures of effectiveness (MOE).
  • Provide expert-level oral, visual, and written communications, including briefings to senior leaders.
  • Advise, negotiate, and persuade managers, military officials, and senior leaders to gain acceptance of recommended concepts, policies, and guidance.
  • Engage senior JIIM leaders and staff, conducting operational and informational briefings to large audiences.
  • Work independently to ensure timely flow of IO planning, including daily reporting, collection, sharing, and dissemination of information.
  • Author and update Operations Security (OPSEC) plans and policies.
  • Fully integrate IO, Military Information Support Operations (MISO), and OPSEC into both future operations planning (FUOPS) and current operations planning (CUOPS).
  • Collaborate effectively within task-organized working groups, coordinating with intelligence community entities.
  • Lead and/or support working groups and operational planning teams.
  • Partner with other directorates and subordinate units in a Combined and Joint command environment.

 

Qualifications

Required Qualifications: 

  • Minimum of 8 years of experience with a BS/BA; minimum of 6 years with an MS/MA.
    • Note: 4 additional years of related experience may be considered in lieu of a BS/BA.
  • Former service in one of the following career fields:
    • 30A (Army Information Operations Officer)
    • 37A (Army Psychological Operations Officer)
    • 17XX (Marine Corps Information Warfare Officer)
    • 14FX (Air Force Information Operations Officer)
  • At least 5 years of experience with IO, MISO, and OPSEC planning at the service or joint level in support of Combatant Commands or Joint Task Forces.
  • Broad knowledge of:
    • Information Operations (IO)
    • Psychological Operations (PSYOP)
    • Military Deception (MILDEC)
    • Operations Security (OPSEC)
  • Ability to integrate these capabilities and synchronize activities of mutual concern.
  • Strong comprehension of joint planning functions, including:
    • Strategic guidance
    • Concept development
    • Plan development
    • Plan assessment
  • Familiarity with Army/Joint Targeting, Intelligence Preparation of the Battlefield (IPB), and Center of Gravity (COG) analysis processes.
  • General understanding of joint training doctrine and procedures.
  • Knowledge of NATO Defense Planning Process (NDPP), JOPP, MDMP, and MCPP planning/targeting processes.
  • Expertise in developing and assessing tactical and operational-level IO plans and orders.
  • Understanding of IRC permissions, authorities, and coordination.
  • Experience integrating, coordinating, and synchronizing adjacent/supporting operations and related capabilities.
  • Extensive experience with OPSEC integration into military planning processes and OPSEC Program Management.
  • Certification Requirements:
    • OPSEC Level II via Army OPSEC Officer’s Course, Air Force Signature Management/OPSEC Management Course, or
    • Completion of National OPSEC Program (formerly IOSS) OPSE 2380 (OPSEC Analysis) and OPSE 2390 (OPSEC Program Management).
  • Familiarity, certification, or operational/field experience in:
    • Operations in the Information Environment (OIE) Planning
    • Military Information Support Operations (MISO/PSYOP) Planning
    • Military Deception (MILDEC) and Deception in Support of OPSEC (DISO) Planning
    • Operations Security (OPSEC) Planning
  • U.S. citizenship required. 
  • Must possess a current U.S. Passport with at least 2 years remaining before expiration.
  • Able to meet requirements of a Jordanian Visa.
  • Must hold an active DoD Top Secret security clearance with SCI eligibility.

Preferred Qualifications:

  • Army SOF Military Deception Planner’s Course
  • Joint MILDEC Training Course
  • Defense OPSEC Planners Course
  • Army Military Deception Planners Course
  • Air Force Signature Management Course
  • Army Information Operations (MOS 30A), Psychological Operations (MOS 37A), Marine Corps 17XX, or Air Force 14FX career fields preferred
  • Master’s degree in Military Art and Science, Strategic Communications, International Affairs, or related fields
  • Recent Joint or Service-level Information Operations planning experience
  • Previous experience as:
    • J-39 Director or Deputy Director
    • Division/Brigade IO Planner
    • Information Activities Coordinator
  • Army Information Operations Planner Course (AIOPC)
  • Military Information Support Operations Integration Course (MISOIC)
  • U.S. Army Command and General Staff College (CGSC) or Service Component Command equivalent

 

SCA / Union / Intern Rate or Range

Details

Target Salary Range: $112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
